The primary research question is: "What changes will and should be expected for JMSDF after the collapse of the former Soviet Union?" To answer this question, I reviewed the defense capability buildup program during Cold-War, and made briefly analyzed the relationships among the Asian- Pacific countries, including U.S. Pacific forces and Russia. I also conducted a cost/benefit and personnel analysis of the current fleet configuration and a proposed new configuration. These alternatives may require drastic changes in public attitudes based on serious discussions among the Japanese people and politicians, and a tighter Japan-U.S. relationship on both economic issues and national security burden sharing.

Book excerpt: During the Cold War, the Japanese Maritime Self-Defense Force (JMSDF) was heavily focused on defending Japan from a Soviet invasion and ensuring sea lines of communications (SLOC) were available for U.S. naval forces in the event of a major conflict. After the Cold War, the JMSDF had to adopt new missions based on the constantly changing threat environment. This thesis assesses how well the JMSDF responded to a variety of threats to Japan during each of the three decades since the end of the Cold War. The main chapters look at the threats Japan faced each decade and then how JMSDF equipment and policy changed as a result of the identified threats. The research suggests that the JMSDF usually falls in the middle of the spectrum and adequately meets defense requirements. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

A realist theoretical framework for analysis and assumptions is constructed. It consists of Great Power Theory, the Law of Comparative Advantage, and the Utility of Military Force, and dismisses the artificial divisions between levels of analysis. The thesis examines the failure of Japan's national security doctrine in the post-Cold War world. It explores the impact of economics, Japan's national goals, security threats, and the U.S.-Japan alliance on the country's construction and normalization of increased military capabilities. Japan's primary obstacles to military normalization, Article 9 of its constitution and domestic opinion, are assessed. The thesis concludes that Japan's national talents, production capabilities, and status as a maritime nation make it likely that it will construct more capable naval forces to respond to imperatives in the post-Cold War environment.

First, how the process of military ‘transformation’- in terms of technological advances and new ways of conducting warfare - has impacted on the militaries of various countries.
