Book excerpt: Over the past few decades, Japan has faced severe earthquake disasters, an increasing aging population, declining birth rates, and widening social disparities. These issues have served to highlight gaps left by top-down governance approaches and the urgent need to create resilient societies using more traditional models. Japanese “machizukuri” has developed to become an exceptional example of bottom-up creative approaches based on collective action and use of local resources. Since its evolution in the 1960s, machizukuri has come to define diverse and creative community-driven management models, by which local communities are enabled to actively tackle problem-solving. Including contributions from experts directly engaged in the process, this book explores the original development of machizukuri in Japan, its diffusion through East Asia and the positive outcomes of this transfer. Book excerpt: Civic engagement is a concept of action that has become part of common vocabulary, not only in the West but also in many other regions of the world as well. A growing, yet still small number of scholarly works has recently emerged showing how in Japan citizen activism, volunteering, and social action for a public cause are dev- oping. This present volume is another, and in my view, important addition to the body of knowledge on civic engagement in Japan. The majority of books on related issues in Japan take on the perspective of organized civic life, in nongovernmental organizations (NGOs) or nonprofit organizations (NPOs): we know quite a number of things about the quantitative trends in these organizations, on their positioning, on their difficulties, and on the institutional contexts in which they have to work. We know relatively little – except for a small number of topical qualitative case studies – on broad issues that relate to civic engagement in Japan, inside or outside these formal organizations. This volume is the first to offer a wide scope of broad variety of forms of civic engagement in contemporary Japan. The volume is quite forceful in counterbalancing oversimplified ideas on an “ideal” civil society in which state, market, and civil society organizations are in- pendent and at best take on oppositional stances.

Book excerpt: The Resilience of New Public Management examines the role and significance of New Public Management (NPM) in contemporary society, and explores its emergence and resilience. Eminent scholars have said that NPM only existed from 1980-2000, and that we now live in a post-NPM world. This book tells a very different story. Evidence is presented in this book of 40 years of continuous NPM in public services, including government agencies,universities, and health care. NPM has diffused across sectors and globally since the 1980s, and in the process mutated to become modernization. It also coexists with alternative models of managing publicservices, including models such as digital era governance and network governance which were considered replacements for NPM. The capacity of NPM to mutate has caught many of its critics by surprise. This capacity for NPM to reinvent itself includes the adoption of Lean Management, the Toyota Production System. Early NPM adopter countries engaged with the use of Lean Management techniques, but late NPM adopters did not. The most recent alternative to NPM is Trust-based management, which has madesignificant advances in Scandinavian countries. However, Trust-based management is closely linked to proto-NPM and NPM practices and it has itself mutated to present itself as a friendlier and moresupportive version of NPM, which at the very least deserves close scrutiny. The above trends are indicative of the resilience of NPM, and its intuitive appeal for policymakers. Its advocates argue that NPM has the capacity to deliver policy outcomes, but this book shows that such claims and aspirations are not always matched by the evidence of NPM in action.

While China, Japan, and South Korea are geographically and culturally contiguous and hence may share some characteristics in their risk management principles and practices, there may also be many significant differences due to their different socioeconomic and political systems. The commonalities and variances in East Asia risk management systems are also reflected by their recent responses to the Covid-19 challenges. While all three countries demonstrated overall success in controlling the epidemic, the measures taken by them were different. This research will be of interest to policymakers, scholars and economists.
