He was in power for almost ten years. What is his legacy: what remains of his tenure as chief executive?

She concludes that people lived much better than has been previously understood—at levels equal or superior to their Western contemporaries. Of a city council deciding to issue evacuation advice based on observed animal behavior? Why, between 1977 and 1993, did Japan’s government spend taxpayer money to observe catfish in aquariums as part of its mandate to fund earthquake prediction research? All of these actions are direct legacies of the 1855 Ansei Edo earthquake, one of the major natural disasters of the period. In his investigation of the science, politics, and lore of seismic events in Japan, Gregory Smits examines this earthquake in a broad historical context. The Ansei Edo earthquake shook the shogun’s capital during a year of special religious significance and at a time of particularly vigorous seismic activity. It was also a turning point because, according to the prevailing understanding of earthquakes at the time, it should never have happened. Many Japanese, therefore, became receptive to new ideas about the causes of earthquakes as well as to the notion that by observing some phenomena—for example, the behavior of catfish—one might determine when an earthquake would strike. All subsequent major earthquakes in Japan resulted in claims, always made after the fact, that certain phenomena had been signs of the impending catastrophe. Indeed, earthquake prediction in Japan from 1855 to the present has largely consisted of amassing collections of alleged or possible precursor phenomena. In addition, the Ansei Edo earthquake served as a catalyst accelerating socio-political trends already underway. It revealed bakufu military weaknesses and enhanced the prestige of the imperial deity Amaterasu at the expense of the bakufu deity Kashima. Anyone interested in Japan, earthquakes, and natural disasters will benefit from Seismic Japan. The work also serves as essential background for understanding the peculiar history of earthquake prediction in modern and contemporary Japan.

Fenollosa’s work in Meiji Japan. Ernest F. Fenollosa was first hired as a Tokyo University professor of political philosophy in 1878 but became an art theorist and policymaker for Japan’s Education Ministry. His illustrious career as an art administrator began with the 1882 Bijutsu shinsetsu speech that cemented the reputation of his work. Working closely with Okakura Kakuzō (Tenshin), Fenollosa became the lightning rod in defining the course of modern painting as well as in establishing the first national art school. He is widely credited with resurrecting moribund traditional Japanese painting to health. The author shows this assessment of Fenollosa as the savior of Japanese traditional painting work may not have been deserved by examining the historical context in which he made the 1882 speech. The book offers the first English translation of Fenollosa’s 1882 Bijutsu shinsetsu speech that had been previously unavailable to the non-Japanese reading audience.

Dr. Osamu Shimomura is one of the most eminent economists in Japan. He entered the Ministry of Finance and played a crucial role in actualizing the High-Growth era from the late 1950s to the early 70s. "The Doubling Income Plan", which is issued by the Ikeda cabinet, originates from him. It should be noted that while most economists held pessimistic view on the future, Shimomura is brave and foresighted. Shimomura’s theory is not merely one of the pioneer works in macroeconomics, but also suits the economic conditions of Japan. Shimomura extends the principle of effective demand, which means that his theory includes effects of capital accumulation to production capacity. While one may argue that Harrod (1939) and Domar (1946) have already achieved that, Shimomura’s theory centers policy recommendations for sustaining the high economic growth against the productivity growth that would cause excess supply in the market. Succinctly, Shimomura is a Keynesian who believes the vigor in its private sector but recognizes that Japanese economy urgently needs the government’s auxiliary macroeconomic policies. This book emphasizes that the rapid Japanese growth owes mainly to affluent entrepreneurship filled in the economy not to the sheer government’s planning. Dr. Shimomura’s theory endorses our assertion.

When I inquired where they had come from, she did not answer. Instead, she told me in broken English, "Ask your mother. " My mother's response to the same question was, "Oh, I made them in camp. " "Was it fun?" I asked enthusiastically. "Not really," she replied. Her answer puzzled me. The shells were beautiful, and camp, as far as I knew, was a fun place where children roasted marshmallows and sang songs around the fire. Yet my mother's reaction did not seem happy. I was perplexed by this brief exchange, but I also sensed I should not ask more questions. As time went by, "camp" remained a vague, cryptic reference to some time in the past, the past of my parents, their friends, my grand parents, and my relatives. We never directly discussed it. It was not until high school that I began to understand the significance of the word, that camp referred to a World War II American concentration camp, not a summer camp. Much later I learned that the silence surrounding discus sions about this traumatic period of my parents' lives was a phenomenon characteristic not only of my family but also of most other Japanese American families after the war.
