Book excerpt: The author proposed the satoumi concept, analogous to the satoyama concept on land, as “coastal sea with high biodiversity and productivity in harmony with human interaction” in 1998. The concept for environmental conservation in the coastal seas has been widely accepted and was included in the Japanese national policy of “Strategy for Establishment of an Environmental Nation” in 2007. This book is a translation of the author’s Japanese book (2010) in response to concerns and questions about satoumi, including: Does biodiversity increase as a result of human interaction in coastal seas? Do the economics of fishing villages need to be considered in detail? What legal support is necessary for the creation of satoumi? Is there a relation between the concepts of God and Nature in satoumi? What is the relationship between fishermen and city dwellers? Chapter 1 presents the basic concept of satoumi. In Chapter 2 the relation between biodiversity and human interaction, economic problems related to satoumi, legal support for satoumi creation, satoumi from the point of view of landscape ecology, and the relation between society and science with regard to the satoumi movement are discussed. In Chapter 3 examples of satoumi creation in Japan are presented, and in Chapter 4 the overseas dissemination of the satoumi concept is introduced, with Chapter 5 providing the conclusion. Chapter 1 presents the basic concept of satoumi. In Chapter 2 the relation between biodiversity and human interaction, economic problems related to satoumi, legal support for satoumi creation, satoumi from the point of view of landscape ecology, and the relation between society and science with regard to the satoumi movement are discussed. However, since the beginning of the industrial era, these ecosystems have been subjected to strong anthropogenic pressures intensified from the second half of the 20th century, when there was a marked acceleration in the warming (climate change) of the continents, particularly at high latitudes. Coastal ecosystems are highly vulnerable to alteration of their physical, chemical and biological characteristics (marine intrusion, acidification of marine environments, changes in ecosystems, evolution and artificialization of the coastline, etc.).In contact with heavily populated areas, these environments are often the receptacle of a lot of chemical and biological pollution sources that significantly diminish their resilience. In this context of accelerated evolution and degradation of these areas important for food security of many populations around the world, it is necessary to better identify the factors of pressure and understand, at different scales of observation, their effects and impacts on the biodiversity and on the socio-eco-systems, in order to determine the degree of vulnerability of these coastal ecosystems and the risks they face. A transdisciplinary and integrated approach is required to prevent risks. Within this framework, operational coastal oceanography occupies an important place but also the implementation of a true socio-eco-system approach in order to set up an environmentally friendly development.

Book excerpt: Japan is quintessentially by geography a maritime country. Maritime surveillance capabilities – underwater, shore-based and airborne – are critical to its national defence posture. This book describes and assesses these capabilities, with particular respect to the underwater segment, about which there is little strategic analysis in publicly available literature. Since the end of the Cold War, Chinese oceanographic and navy vessels have intruded into Japanese waters with increasing frequency, not counting their activities in disputed waters such as around the Senkaku (Diaoyu) Islands and Okinotorishima where China and Japan have overlapping territorial claims. These intrusions have increasingly involved warships, including submarines, sometimes acting quite aggressively. Japan maintains an extraordinary network of undersea hydrophone arrays, connected to shore-stations which are typically equipped with electronic intelligence (ELINT) systems, for monitoring, identifying and tracking submarine and surface traffic in its internal straits and surrounding seas. Some parts of this network are operated jointly with, and are of crucial importance to, the US Navy. Japan’s superlative submarine detection capabilities would be of decisive advantage in any submarine engagement. But the relevant facilities are relatively vulnerable, which makes them very lucrative targets in any conflict. This introduces compelling escalatory dynamics, including the involvement of US forces and possible employment of nuclear options.
