Book excerpt: As the University of Michigan Center for Japanese Studies reflected on the deteriorating position of the domestic auto industry in the fall of 1980, and the strong competitive threat being posed by the Japanese automakers, we were struck by the extraordinary low quality of the public discussion of these critical issues. The national importance of the issues seemed only matched by the superficiality of the analyses being offered. The tendency to think in terms of scapegoats was particularly evident. The Japanese as the basic cause of our problems has been a particularly notable theme. To be sure, cooperation with the Japanese in formulating a rational overall trade policy may be an important part of the solution. It has also been fashionable to blame it all on American auto industry management for not concentrating on the production of small cars when "everyone knew" that was the thing to do. Alternatively, government meddling was blamed for all our problems. Clearly, the complex problem we faced required more penetrating analyses. It seemed therefore, that the time was ripe for a public seminar which moved beyond the rhetoric of the moment and probed some of the deeper causes of our problems and possible directions for future policy. In holding the January 1981 auto conference, the Center took it as their task to begin addressing the critical issues facing the industry, with particular, but not exclusive, attention to examining the role of the Japanese auto industry. They had in mind not to simply conduct a rational discussion of the trade issue but to probe the sources of Japanese competitive strength, especially those features whose study might profit them. In these proceedings, they bring those discussions to a wider audience. Question and answer sessions at the conference were necessarily short and a few speakers delivered abbreviated remarks; this volume restores a number of omissions, and provides additional answers to some pertinent questions put by the audience. The Center hopes to encourage the serious problem-solving these complex issues demand. Far too much time has been spent trying to fix the blame. [intro]

This book examines the transferability of Japanese organizational practices to Japanese owned industrial transplants in the United States, and demonstrates that relations of power and conflict on the corporate structural level are equally as significant as the social and cultural differences between American and Japanese practices in the workplace. The research is based upon extensive ethnographic fieldwork at automotive transplants in the Midwest and high-tech transplants in California, as well as a case study company in New Mexico, and focuses primarily on their adaptation to the US industrial environment. Extensive interviews demonstrate that organizational practices of Japanese transplants are significantly different from either their Japanese or American counterparts. Relations of power at the case study company are examined in depth and reveal two contrasting forms of control. American managers tend to exert hierarchical control in the manufacturing department using a top down approach and clear distinctions between work and private lives. In contrast, the Japanese managers utilize what the author calls "poka-yoke" (fail-proof) control over the repair department. Poka-yoke control is characterized by strict attendance and dress codes, emphasizing loyalty and dedication to work. At the same time, the US. headquarters in New York and the parent company in Japan impose remote control, thus limiting the autonomy of local managers.

Book excerpt: Over one million Americans are employed in manufacturing motor vehicles, equipment and parts. But the industry has changed dramatically since the U.S. "Big Three" motor vehicle corporations (General Motors, Ford and Chrysler) produced the overwhelming majority of cars and light trucks sold in the United States, and directly employed many people themselves. By 2003, most passenger cars sold in the U.S. market were either imported or manufactured by foreign-based producers at new North American plants (so-called "transplant" facilities). The Big Three now dominate only in light trucks, and are also now being challenged there by the foreign brands. The Big Three have shed about 600,000 U.S. jobs since 1980, while about one-quarter of Americans employed in automotive manufacturing (nearly 300,000) work for the foreign-owned companies. It is clear that the U.S. automotive industry has undergone many drastic changes that have had a net adverse effect on American interests. This book examines the causes of these changes. Congressional acts, increasingly stringent emission laws, the effects of NAFTA, labour unions and globalisation are all within the scope of this book.

This study assesses the costs of imperfect interoperability to the U.S. automotive supply chain and describes the sources of these costs. This study estimates that imperfect interoperability imposes at least $1 billion per year on the members of the U.S. automotive supply chain. By far, the greatest component of these costs is the resources devoted to repairing or reentering data files that are not usable for downstream applications.

Book excerpt: The idea for this book was formed during the early 1980s when the author was studying the impact of plant closings on displaced workers and communities. In one community, workers who were displaced by a plant closing expected to receive retraining funds through the Job Training and Partnership Act (JTPA), only to find that the state had committed all the JTPA funds to train new workers for a Japanese transplant. Soon it became apparent that deindustrialization, job loss, and economically depressed communities were linked with the escalating interstate competition to provide multi-million dollar incentive packages for businesses to settle in their state. When Japanese automobile companies considered coming to the United States, they fueled the interstate competition for these large projects, which promised thousands of jobs and economic growth.
