In the U.S., frustration with continuing bilateral trade deficits and a growing perception that the Japanese are playing by different economic rules has begun to strain the relationship. Particular concern has been raised about the danger of U.S. technology flow to Japan in both the military and civilian sectors. While a close U.S.-Japan security relationship is likely to continue for many years, both nations will have to learn how to participate in a more equal partnership.

The security environment in East Asia had changed with the end of the Cold War. Tensions were rising between Washington and Tokyo over the Okinawa rape incident, the funding of U.S. bases in the region, America's continued commitment to defense of the region, and doubts about Japan's commitment to mutual defense. When the September 1997 revision to the defense guidelines - which elucidated and moderately strengthened Japan's role in the alliance - showed an awareness of the need to adapt, Washington and Tokyo will need to do more to reform their alliance if it is to remain the linchpin of East Asian security. In this climate, the Council on Foreign Relations decided it would be useful to assemble a group of leading U.S. experts on U.S.-Japan relations and a number of Japanese commentators for a rigorous examination of the future of the security relationship. The Study Group, chaired by Harold Brown of the Center for Strategic and International Studies and Richard Armitage of Armitage Associates, sought to identify and explore the fundamental questions that U.S. and Japanese policymakers needed to address to make the alliance relevant for the 21st century. This report summarizes the findings of the Study Group.

Book excerpt: The United States - Japan Security relationship continues to exist in its present form because both sides have become used to it, and are wary to let it die in the face of future uncertainties. Without a threat of the proportions the Soviet Union once posed, Japanese and American officials are unable to find a solid strategic foundation upon which to justify the current level of military integration. Yet, the "Japan - United States Joint Delcaration on Security" made by President Clinton and Prime Minister Hashimoto in April 1996 talks about reaffirming and deepening these ties based on the need to maintain regional stability. At the same time neither side is willing to outline what changes in the current security environment are required to obviate the need for such a relationship. The problems with deepening the level of security cooperation between the United States and Japan are manifest. Even when a clear, common threat served as the basis for their coordinated efforts during the Cold War, the Japanese did not view their security relationship with the United States as a full fledged alliance. During that period, Japanese policy makers were careful to avoid any increased military commitment, or foreign policy alignment with the United States that was not absolutely essential to the maintenance of the relationship. Now, both coutries require more flexibility in dealing with other Asian countries than their current bilateral relationship allows. In a multipolar world, both Japan and the United States must individually decide how to defend their interests as they are challenged. This thesis examines both the origins and current status of the United States - Japan security relationship. It also appraises the relationships and conflicts of interests that both nations have with other powers in the Asian arena. The ultimate purpose of this thesis is to provide some insight into the making of the current and future policies of both Japan and the United States.

The recent collapse of the Liberal Democratic Party (LDP) and the inauguration a Democratic Party of Japan (DPJ) government under Prime Minister Hatoyama with a different vision of the Japan-U.S. alliance and Japan's role in the world has launched a new round of journal articles, many challenging some of the assumptions of the earlier analysis about the likely evolution of Japan-U.S. relations and Japan's foreign policy. Most of the recent analysis of the alliance and Japan has been focused on the broad political, economic, and demographic trends that are shaping the external and internal environment. There has been little examination of the institutional changes in Japan that both reflect the evolution in Japan's security policy to date and provide new capabilities and legal flexibility for Japan to take on an expanded military role in the future. This volume fills this void with a comprehensive and multidimensional analysis that links the historical evolution of Japan's security policies to its current capabilities and prospects.

Sustaining its engagement in the far reaches of the world requires the partnership of capable, willing and like-minded states. In the Asia-Pacific region, the U.S.-Japan Security Alliance will remain vital to achieving both countries' national interests in the next 2 decades because of a lack of strategic options, though the commitment of both partners is likely to be sorely tested. Should conditions arise that give either the United States or Japan a viable alternative to advance stability and national interests, the alliance could be in doubt. Having depended on the United States for security for over 50 years, Japan is now actively trying to chart its new path for the future. Japan is in the midst of a fundamental reexamination of its security policy and its role in international relations that will have a dramatic impact on East Asia and the Pacific. Within Japan, many see the traditional means of security policy as being out of balance and vulnerable in the post-Cold War environment. The triad of economic diplomacy, engagement with international organizations, and a minimalist military posture predicated on a capable self-defense force with American guarantees of protection, heavily weighted toward economic diplomacy, is not seen by the Japanese to be adequately achieving the national interests and influence that country seeks. Regardless of the more realist imperatives, Japan remains deeply ambivalent toward security expansion. However, despite domestic restraints, Japan will continue slowly and incrementally to remove the shackles on its military security policy. Attitudinal barriers, such as pacifism, anti militarism, security insulation, and desire for consensus combine with institutional barriers, like coalition politics, lack of budget space, and entrenched bureaucracy, to confound rapid shifts in security policy, though those changes will eventually occur. The ambivalence Japan feels clouds the ideal path to the future for the nation in trying to find a way forward among competing goals of preventing either entrapment or abandonment by the United States and pursuing self-interest. Because Japan is risk-averse, but increasingly self-aware, dramatic (in Japanese terms) security policy changes will continue to be made in small, but cumulative steps. These changes in security policy and public acquiescence to them will create pressure on the alliance to reduce asymmetries and offensive burdens since the ideal, long-term security future for Japan does not rely on the current role vis-à-vis the United States. Both Japan and the United States must move out of their comfort zones to create a more balanced relationship that involves substantial consultation and policy accommodation, a greater risk-taking Japanese role in the maintenance of peace and stability of the region, and coordinated action to resolve conflicts and promote prosperity in the region. Because neither country has a viable alternative to the alliance for the promotion of security and national interests in the region, especially given the uncertainties of the future trends in China and the Korean Peninsula, for the next couple of decades the alliance will remain central to achieving the interests of both Japan and the United States. A more symmetrical alliance can be a positive force for regional stability and prosperity in areas of engagement of China, proactive shaping of the security environment, the protection of maritime commerce routes, and the countering of weapons proliferation, terrorism, and drug trafficking. Without substantive change, though, the centrality of the alliance will diminish as strategic alternatives develop for either the United States or Japan.

On the domestic level, demographic change, labour migration, economic decline, workplace insecurity, and a weakening impact of policy initiatives challenge the sustainability of the lifestyle of many Japanese and have led to a heightened sense of insecurity among the Japanese public. This book focuses on the domestic discourse on insecurity in Japan and goes beyond military security.
