Book excerpt: "Soon after overthrowing the Tokugawa government in 1868, the new Meiji leaders devised ambitious plans to build a modern nation-state. Among the earliest and most radical of the Meiji reforms was a plan for a centralized, compulsory educational system modeled after those in Europe and America. Meiji leaders hoped that schools would curb mounting social disorder and mobilize the Japanese people against the threat of Western imperialism. The sweeping tone of this revolutionary plan obscured the fact that the Japanese were already quite literate and had clear ideas about what a school should be. In the century preceding the Meiji restoration, commoners throughout Japan had established 50,000 schools with almost no guidance or support from the government. Consequently, the Ministry of Education’s new code of 1872 met with resistance, as local officials, teachers, and citizens sought compromises and pursued alternative educational visions. Their efforts ultimately led to the growth and consolidation of a new educational system, one with the imprint of local demands and expectations. This book traces the unfolding of this process in Nagano prefecture and explores how local people negotiated the formation of the new order in their own communities. "

Indeed, Japanese cultural negotiations with Russian intellectuals and Russian literature, art, theology and political thought, formed an important basis for modern Japanese transnational intellectual, cultural, literary, and artistic production. And yet, despite the depth and range of "Japan's Russia," this historical phenomenon has been markedly neglected in our studies of modern Japanese intellectual life. This absence may be attributed to the fact that "Japan's Russia" as an idea and a cultural expression developed outside the logic of Western modernity. There has been an interconnected logic behind this ignorance, a systematic lacuna in our historiography that tied method to historical actors, concept to theory. This volume seeks to depart from this logic in order to identify thoughts and practices that helped produce a dynamic transnational cultural phenomenon that we identify as "Japan's Russia." It does so by orchestrating case studies from cutting-edge scholarship originating in multiple disciplines, each with its own methodological and theoretical implications. The Pacific War was one that Japan was always going to lose, so how does one explain Tokyo’s decision? Did the Japanese recognize the odds against them? Did they have a concept of victory, or at least of avoiding defeat? Or did the Japanese prefer a lost war to an unacceptable peace? Dr. Jeffrey Record takes a fresh look at Japan’s decision for war, and concludes that it was dictated by Japanese pride and the threatened economic destruction of Japan by the United States. He believes that Japanese aggression in East Asia was the root cause of the Pacific War, but argues that the road to war in 1941 was built on American as well as Japanese miscalculations and that both sides suffered from cultural ignorance and racial arrogance. Record finds that the Americans underestimated the role of fear and honor in Japanese calculations and overestimated the effectiveness of economic sanctions as a deterrent to war, whereas the Japanese underestimated the cohesion and resolve of an aroused American society and overestimated their own martial prowess as a means of defeating U.S. material superiority. He believes that the failure of deterrence was mutual, and that the descent of the United States and Japan into war contains lessons of great and continuing relevance to American foreign policy and defense decision-makers.

Studies of Japonisme have been dominated by searching out relationships of influence between artworks–trying to identify which specific works influenced a particular artist. Ono argues that a more holistic understanding of 'spillover effects' is necessary in fully comprehending the nuances of these relationships. She bases this argument on documents and works of art in the context of globalisation, looking at the relationships between James McNeill Whistler and others with their contemporaries in the Japanese artistic and literary worlds. This was a more complex two-way exchange than is often appreciated, with Western artists taking inspiration from (to them) new Japanese styles, while Japanese artists and writers were trying to craft a 'modern', more western-influences style to reflect the modern nation of Japan emerging onto the world stage after centuries of relative isolation. A fascinating analysis of the role of globalisation and cultural exchange in the development of new and hybrid artforms, that will be essential reading for scholars of this fascinating period in international art history.

Japanese American Incarceration recasts the forced removal and incarceration of approximately 120,000 Japanese Americans during World War II as a history of prison labor and exploitation. Following Franklin Roosevelt's 1942 Executive Order 9066, which called for the exclusion of potentially dangerous groups from military zones along the West Coast, the federal government placed Japanese Americans in makeshift prisons throughout the country. In addition to working on day-to-day operations of the camps, Japanese Americans were coerced into harvesting crops, digging irrigation ditches, paving roads, and building barracks for little to no compensation and often at the behest of privately run businesses—all in the name of national security. How did the U.S. government use incarceration to address labor demands during World War II, and how did imprisoned Japanese Americans respond to the stripping of not only their civil rights, but their labor rights as well?
