Among other things, workers are growing dissatisfied with company life, families are undermined by discord and divorce, even the ruling Liberal Democratic Party collapsed (as did many of its opponents). The Japanese are ever harder to lead and the politicians, bureaucrats and businessmen who once led them are increasingly ineffective. Thus, while many reforms are mooted, and some are initiated, very few are actually implemented. Under these conditions, the many negative trends cannot be halted - let alone reversed - and the crisis should worsen.

Book excerpt: In Japan's Nuclear Disaster and the Politics of Safety Governance, Florentine Koppenborg argues that the regulatory reforms taken up in the wake of the Fukushima disaster on March 11, 2011, directly and indirectly raised the costs of nuclear power in Japan. The Nuclear Regulation Authority resisted capture by the nuclear industry and fundamentally altered the environment for nuclear policy implementation. Independent safety regulation changed state-business relations in the nuclear power domain from regulatory capture to top-down safety regulation, which raised technical safety costs for electric utilities. Furthermore, the safety agency's extended emergency preparedness regulations expanded the allegorical backyard of NIMBY demonstrations. Antinuclear protests, mainly lawsuits challenging restarts, incurred additional social acceptance costs. Increasing costs undermined pronuclear actors' ability to implement nuclear power policy and caused a rift inside the "nuclear village." Small nuclear safety administration reforms were, in fact, game changers for nuclear power politics in Japan. Koppenborg's findings contribute to the vibrant conversations about the rise of independent regulatory agencies, crisis as a mechanism for change, and the role of nuclear power amid global interest in decarbonizing our energy supply.

The scope of the work focused on the key findings from the 2017 Basel Core Principles (BCP) Detailed Assessment Report (DAR) and the transformation of the supervisory approach by the Financial Services Agency (FSA) undertaken since the last FSAP. The overall conclusion of the 2017 DAR was that the supervisory framework was generally sound, but some key priority areas were identified as needing to be addressed. This note reviews progress made in these areas as well as examining the fundamental shift to a more risk-focused, principles-based supervisory approach than before.

Taken together, the essays provide a rich, multifaceted analysis of how the dynamic interplay between past and present is manifest in policymaking, popular culture, public commemorations, and other arenas. The contributors interpret mass media sources, museum displays, monuments, film, and literature, as well as the archival sources traditionally used by historians. They explore how American ideas about Japanese history shaped U.S. occupation policy following Japan’s surrender in 1945, and how memories of the Asia-Pacific War influenced Washington and Tokyo policymakers’ reactions to the postwar rise of Soviet power. They investigate topics from the resurgence of Pearl Harbor images in the U.S. media in the decade before September 11, 2001, to the role of Chinese war museums both within China and in Chinese-Japanese relations, and from the controversy over the Smithsonian Institution’s Enola Gay exhibit to Japanese tourists’ reactions to the USS Arizona memorial at Pearl Harbor. One contributor traces how a narrative commemorating African Americans’ military service during World War II eclipsed the history of their significant early-twentieth-century appreciation of Japan as an ally in the fight against white supremacy.
