The total number of these soldiers is estimated at no fewer than 600,000 men. These ranged from the regular troops of Manchukuo (200,000 men), Nanking China (250,000), Thailand, and recruits from the 'puppet' Burmese Independence Army (30,000) and Indian National Army (40,000), to constabularies and spear-wielding militias in the Philippines (15,000), Borneo, Indonesia and New Guinea. Many of the recruits from former European colonies hoped for independence as part of the 'Greater East-Asian Co-Prosperity Sphere' proclaimed by Japanese propaganda, but Japan's intentions were entirely cynical. They formed alliances to deny the Allied powers access to territory that they could not actually occupy, and raised these large numbers of auxiliary troops to relieve the manpower burden of occupation, or simply as 'cannon-fodder'. Since the end of World War II, Germany and Japan have been the most reluctant of all major U.S. allies to take on military responsibilities. Given their histories, this reluctance certainly is understandable. But because of their size and economic importance, Germany and Japan are the most important U.S. allies in Europe and in East Asia, respectively, and their long-term reluctance to share the defense burden has become a perennial source of frustration for Washington. The potential security roles of Germany and Japan are becoming increasingly important given the uncertainty, indeed volatility, of today’s international environment. Under President Trump, friction among allies over burden-sharing is more intense than ever before. Meanwhile, the security environments in Europe and Asia have deteriorated because of the resurgence of a belligerent Russia under Vladimir Putin, the steady rise of an increasingly assertive China, and North Korea’s worrisome acquisition of nuclear weapons. With the Japanese posing as the leader of the world's colored peoples before World War II, many Ethiopians turned to Japan for inspiration. By offering them commercial opportunities, by seeking their military support, and by reaching out to popular Japanese opinion, Ethiopians tried to soften the stark reality of a stronger Italy encroaching on their country. Europeans feared Japan's growing economic and political influence in the colonial world. Jealously guarding its claimed rights in Ethiopia against all comers, among Italy's reasons for going to war was the perceived need to blunt Japan's commercial and military advances into Northeast Africa. Meanwhile, throughout 1934 and the summer of 1935, Moscow worked hard and in ways contrary to its claimed ideological imperatives to make Collective Security work. Ethiopia was a small price to pay Italy for cooperation against Nazi Germany in Austria and Imperial Japan in China. 'Yellow' Japanese and 'black' Ethiopian collaboration before the war illuminates the pernicious and flexible use of race in international diplomacy. In odious terms, Italians used race to justify their actions as defending western and 'white' civilization. The Japanese used race to explain their tilt toward Ethiopia. The Soviets used race to justify their support for Italy until late 1935. Ethiopia used race to attract help, and 'colored' peoples worldwide rallied to Ethiopia's call. J. Despite professions of fidelity and common purpose, most are effective for only short periods, and only as long as it suits their interests. The German-Japanese alliance of World War II was not so much a marriage of convenience as a long and uneasy engagement. It was maintained because breaking the engagement would have reduced the prestige of each nation-state.Germany and Japan each found the existence and policies of the other convenient. From 1933-1945, both powers challenged the international order; other than this, nothing else united Germany and Japan. Even while they shared some of the same opponents, German and Japanese antagonism toward the Allies involved different objects of contention and questions of timing. Consequently, coordination of German and Japanese policies did not follow.Johanna Menzel Meskill argues that the German-Japanese alliance failed, not only because each power failed separately to attain its goals, but because as allies the powers failed to take advantage of their association. The failure resulted to a large extent from the discordance between their political goals and the means necessary to attain them. This work in diplomatic history is a careful analysis of presuming identities in a world of diplomatic differences.In a new introduction to the book, Thomas Nowotny looks back on the alliance from a historical perspective. He concludes that both parties overestimated the potency and effectiveness of their military power. Like many before and some after, they more generally subscribed to the offensive use of military power and effectiveness that the history of the twentieth centery has proven unwarranted.

The truth, however, is that the Japanese attack was preceded by six months of intense diplomatic negotiations between the Japanese and the Americans. In The Axis Alliance and Japanese-American Relations, historian Paul Schroeder reviews the course of these negotiations. Of particular interest to Schroeder is the role that Japan’s Tripartite Pact with fascist Italy and Nazi Germany played in the negotiations. Schroeder shows that Japan, far from entering an alliance for world domination with Hitler, viewed the pact as an opportunity to secure its interests while avoiding a war with the U.S. and how, when the Pact became a liability in Japan’s negotiations with America, the Japanese were quick to downplay their dedication to it and its importance in their policies. Schroeder also observes the other primary issues at stake in the negotiations—Japan’s war with China and its expansionary intentions in the Pacific—and discusses how American diplomacy wasted many opportunities to not only avoid war in the Pacific, but secure concessions from Japan. This book, a scholarly reconsideration of American policy leading up to the war, is notable for its balance and accuracy and for its revisionist conclusions that are wholly supportable by the facts.

Book excerpt: The U.S.-Japan alliance has long been an anchor of the U.S. security role in Asia and arguably a contributor to peace and prosperity in the region. Forged during the U.S. occupation of Japan after its defeat in World War II, the alliance provides a platform for U.S. military readiness in the Pacific. About 54,000 U.S. troops are stationed in Japan and have the exclusive use of 85 facilities. In exchange for the use of these bases, the United States guarantees Japan's security. Since the early 2000s, the United States and Japan have improved the alliance's operational capability as a combined force, despite constraints. In addition to serving as a hub for forward-deployed U.S. forces, Japan now fields its own advanced military assets, many of which complement U.S. forces in missions like antisubmarine operations. The joint response to a 2011 tsunami and earthquake in Japan demonstrated the two militaries' increased interoperability. Cooperation on ballistic missile defense and new attention to the cyber and space domains remains ongoing. Japanese Prime Minister Shinzo Abe is a stalwart supporter of the alliance and has had notable success on his ambitious agenda to increase the capability and flexibility of Japan's military. Abe's dominance over Japanese politics since his election in late 2012 has created opportunities for more predictable alliance planning. Although constitutional, legal, fiscal, and political barriers hinder further development of defense cooperation, Japan is steadily expanding its capabilities and, subtly, its attitude toward the use of military force, which is constrained by the Japanese constitution. Japan faces a complex security landscape in the region, with potentially significant implications for the alliance. North Korea's increased ballistic missile and nuclear capabilities pose a direct threat to Japan. Both Japan and the United States view China's growing power (especially military power) and territorial assertiveness in the East China Sea and elsewhere as a destabilizing force that diminishes U.S. influence and erodes long-standing norms in the region. Japan has pursued security cooperation with others, including Australia, India, and several Southeast Asian countries, both bilaterally and within the context of the U.S.-Japan alliance. Of particular concern to the United States is the tense Japan-South Korea relationship, which has prevented effective trilateral coordination. Without cooperation among its allies, the United States may find itself less able to respond to North Korean threats or to influence China's behavior. Limited resources could strain alliance capabilities as well as produce more contentious negotiations on costsharing. The Japanese government currently provides nearly $2 billion per year to offset the cost of stationing U.S. forces in Japan, in addition to purchasing millions of dollars of U.S. defense equipment annually. Furthermore, the alliance has faced new strains in recent years. U.S. President Donald J. Trump's open skepticism of the value of U.S. alliances and his admiration of North Korean leader Kim Jong-un have exacerbated longstanding anxiety in Tokyo about the U.S. commitment to Japan's security.
