While the articles in the Kodansha Encyclopedia are written by experts in the field and provide bibliographic references with nearly all of the entries, the present work is authored entirely by Perkins, whom the publisher identifies as ``an educator specializing in Buddhism and Japanese culture,'' and has only a general bibliography at the end. For its more comprehensive treatment, especially of historical topics and traditional culture, the Kodansha remains a standard source, but for its currency and value as a ready reference tool the Perkins volume will be a useful acquisition for most libraries as well. In this book a distinguished historian of Japan discusses Japan's 'cultural borrowing' from America and Europe. W. G. Beasley focuses on the mid-nineteenth century, when Japan's rulers dispatched diplomatic missions to the West to discover what Japan needed to learn, sent students abroad to assimilate information and invited foreign experts to Japan to help put the knowledge to practical use. Beasley examines the origins of the decision to initiate direct study of the West at a time when western countries counted as 'barbarian' by Confucian standards. Drawing on many colourful letters, diaries, memoirs and reports, he describes the missions sent overseas in 1860 and 1862, in 1865-1867 and in the years after 1868, in particular the prestigious embassy led by Iwakura in 1871-1873. The book also tells the story of the several hundred students who went overseas in this period. It concludes by assessing the impact of the encounters on the subsequent development of Japan, first by examining the later careers of the travellers and the influence they exercised (they included no fewer than six prime ministers of the late nineteenth and early twentieth centuries), and then by considering the nature of the ideas they brought home.

Oros shows how a gradual awakening to new security challenges has culminated in the multifaceted "security renaissance" of the past decade. Despite openness to new approaches, however, three historical legacies—contested memories of the Pacific War and Imperial Japan, postwar anti-militarist convictions, and an unequal relationship with the United States—play an outsized role. In Japan's Security Renaissance Oros argues that Japan's future security policies will continue to be shaped by these legacies, which Japanese leaders have struggled to address. He argues that claims of rising nationalism in Japan are overstated, but there has been a discernable shift favoring the conservative Abe and his Liberal Democratic Party. Book excerpt: The focus of this book is on the Japanese economic bureaucracy, particularly on the famous Ministry of International Trade and Industry (MITI), as the leading state actor in the economy. Although MITI was not the only important agent affecting the economy, nor was the state as a whole always predominant, I do not want to be overly modest about the importance of this subject. The particular speed, form, and consequences of Japanese economic growth are not intelligible without reference to the contributions of MITI. Collaboration between the state and big business has long been acknowledged as the defining characteristic of the Japanese economic system, but for too long the state's role in this collaboration has been either condemned as overweening or dismissed as merely supportive, without anyone's ever analyzing the matter. The history of MITI is central to the economic and political history of modern Japan. Equally important, however, the methods and achievements of the Japanese economic bureaucracy are central to the continuing debate between advocates of the communist-type command economies and advocates of the Western-type mixed market economies. The fully bureaucratized command economies misallocate resources and stifle initiative; in order to function at all, they must lock up their populations behind iron curtains or other more or less impermeable barriers. The mixed market economies struggle to find ways to intrude politically determined priorities into their market systems without catching a bad case of the "English disease" or being frustrated by the American-type legal sprawl. The Japanese, of course, do not have all the answers. But given the fact that virtually all solutions to any of the critical problems of the late twentieth century--energy supply, environmental protection, technological innovation, and so forth--involve an expansion of official bureaucracy, the particular Japanese priorities and procedures are instructive. At the very least they should forewarn a foreign observer that the Japanese achievements were not won without a price being paid.
