The paper examines Japan’s evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan’s national military capabilities and constitutional prohibitions; post-Cold War developments in the US Japan alliance; and Japan’s role in multilateral regional security dialogue, UN PKO, and US-led coalitions of the willing. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan’s strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally.

The preference for unilateral action in foreign policy under the Bush Administration, culminating in the use of force against Iraq in 2003, has unquestionably created a crisis in the legitimacy of US global leadership. Of central concern is the ability of the United States to act without regard for the values and interests of its allies or for international law on the use of force, raising the question: does international legitimacy truly matter in an international system dominated by a lone superpower? US Hegemony and International Legitimacy explores the relationship between international legitimacy and hegemonic power through an in depth examination of two case studies – the Gulf Crisis of 1990-91 and the Iraq Crisis of 2002-03 – and examines the extent to which normative beliefs about legitimate behaviour influenced the decisions of states to follow or reject US leadership. The findings of the book demonstrate that subordinate states play a crucial role in consenting to US leadership and endorsing it as legitimate and have a significant impact on the ability of a hegemonic state to maintain order with least cost. Understanding of the importance of legitimacy will be vital to any attempt to rehabilitate the global leadership credentials of the United States under the Obama Administration. This book will be of much interest to students of US foreign policy, IR theory and security studies. Following a series of bland and short-lived prime ministers, Koizumi's infusion of fresh energy into a tired and opaque party has been compared with Tony Blair's successful revamping of New Labour in the U.K. Koizumi, however, had a weak power base in the party and limited diplomatic experience. How, then, was he able to exercise leadership? Tomohito Shinoda analyzes the prime minister's role in policymaking, focusing on the assistance he receives from the Kantei, or Cabinet Secretariat, the Japanese equivalent of the American president's White House cabinet. Since 2001, the Japanese government's center of gravity for foreign policy has shifted from the traditionally dominant Ministry of Foreign Affairs to the Kantei, which allowed Koizumi to exercise a top-down style of decision-making. Through case studies and personal interviews with former prime ministers and cabinet secretaries, Shinoda looks at how Koizumi's new system operates on a practical level - how, for example, major post-2001 anti-terrorism legislation has been initiated and prepared by the Kantei-and compares its successes and failures with those of the U.S. system.
