From Gulf War I in 1991 to the present day, an incremental but unmistakable acceptance of, and resort to, military dispatches has taken place, and yet crucially, Japan has not morphed into a traditional military power. Exploring Japan¿s involvement in both Afghanistan and Iraq, this book examines the evolution and nature of the new civil-military dimension in Japanese foreign policy. It shows how foreign aid, Japan¿s traditional non-military diplomatic tool, was merged with the operations of the Japanese Self-Defense Force in Iraq and the activities of NATO-ISAF forces in Afghanistan, and emphasises the centrality of civilian power to Japanese foreign policy and diplomacy. However, Dennis Yasutomo argues that while a new civil-military security culture is replacing the old merchant state culture of pacifism and anti-militarism, Japan does not yet qualify as a military "normal nation". Further, the book¿s exploration of the increased utilization of military power within the context of civilian objectives and non-military diplomatic instruments, sheds light on the current build-up of Japanese military power in East and Southeast Asia amid territorial disputes and nuclear threats, and highlights the impact that Japan¿s new civil-military diplomacy may have on wider international affairs in the 21st Century. Born into a low-ranking samurai family, he traveled to Nagasaki at age nineteen to study Dutch. In 1858, he was sent to Edo to teach Dutch to domain students. In his spare time he taught himself English using a Dutch-English dictionary. Two years later, he was appointed a translator of diplomatic documents at the shogunal office of foreign affairs. In 1862, he founded a school that is now Keio University. Eager to introduce Western history and ideas to the Japanese, he wrote a series of books, including the bestselling Conditions in the West (1866). In the late 1870s, he turned his attention to the prospects for parliamentary government in Japan. The central government was firmly in place and elective prefectural assemblies were about to be established. He wrote essays on the workings of such a system, drawing on his earlier travels abroad and his reading of de Tocqueville, John Stuart Mill, Walter Bagehot, and others. A realist and optimist, Fukuzawa assured his readers of the eventual success of parliamentary government in Japan. This book provides the first-English language translation of five essays that bear directly on the development of his thought and its legacy in Japanese culture.

They rapidly transformed their political culture-policies, institutions, and public opinion-to create a more equitable, democratic and peaceful society. Post-Fascist Japan explores this phenomenon, focusing on a group of highly educated Japanese based in the city of Kamakura, where the new political culture was particularly visible. The book argues that these leftist elites, many of whom had been seen as 'the enemy' during the war, saw the problem as one of fascism, an ideology that had succeeded because it had addressed real problems. They turned their efforts to overtly political-legal systems but also to ostensibly non-political and community institutions such as universities, art museums, local tourism, and environmental policies, aiming not only for reconciliation over the past but also to reduce the anxieties that had drawn so many towards fascism. By focusing on people who had an outsized influence on Japan's political culture, Hein's study is local, national, and transnational. She grounds her discussion using specific personalities, showing their ideas about 'post-fascism', how they implemented them and how they interacted with the American occupiers.

Miyake shows that, through their girls, ladies, Boy Love, boys and young men, and informational comics remediations of the tale, the manga Genjis visually, narratively, and affectively rework male and female gazes; Miyake reveals how they gently inject humor, eroticize, gender flip, queer, and simultaneously re-inscribe and challenge heteronormative gender norms. The first full-length study of Genji manga, this book analyses these adaptations within manga studies and the historical and cultural moments that fashioned and sustained them. It also interrogates the circumscribed, in-group aristocratic society and the consumer and production practices of the Heian society that come full circle in the manga versions. The Tale of Genji through Contemporary Manga utilizes western queer, feminist, sexuality and gender theory and Japanese cultural practices to illuminate the ways in which the Genji tale redeploys itself. Yet it also provides much needed context and explanation regarding the charges of appropriation of prepubescent (fe)male and gay bodies and the utilization of (sexual) violence mounted against Genji manga-and manga and anime in general once they went global.
