In order to avoid any future attacks on the United States, Japanese society had to be changed. Politicians, Japan specialists, historians, political scientists, and anthropologists debated the future of Japan. Topics ranged from the future role of the Emperor and politics, to Japanese economy, to re-education of the Japanese people. Eventually an overall policy for postwar Japan was formulated, which was to a high degree executed by General Douglas MacArthur during the Occupation of Japan. This study is based on research in the records of the government policy planners, both private papers and official records. It is the first book-length study of the American planning for the occupation of Japan, including the drafting of policy, not only in the State Department but also in the War Department, Office of Strategic Services, and the Office of War Information. The analysis focuses on the development of strategies for remodeling postwar Japan as well as on the meaning of Japan constructed by various planners and decision makers and the impact of their constructions on American Occupation policy.

What is the relationship between what has happened in the two countries? And where did Japan's technological excellence come from? In an economic history that will arouse controversy on both sides of the Pacific, Richard J. Samuels finds a key to Japan's success in an ideology of technological development that advances national interests. From 1868 until 1945, the Japanese economy was fired by the development of technology to enhance national security; the rallying cry "Rich Nation, Strong Army" accompanied the expanded military spending and aggressive foreign policy that led to the disasters of the War in the Pacific. Postwar economic planners reversed the assumptions that had driven Japan's industrialization, Samuels shows, promoting instead the development of commercial technology and infrastructure. Unfortunately there is non or little knowledge in Germany about this. The picture, we have here, is often influenced by clichés such as the Japanese imperialism, the pervasive government bureaucracy and the impressing Japanese economic growth. However, the economy in Japan is no longer growing. There are structural problems. We have to ask the question how the ́Japanese Model ́ can go on. I will therefore give an overview about the Japanese economy and its possibilities in the future. The start of modern economic growth in the 1870s is closely connected with the opening Japans to the rest of the world. To understand this development, we have to take a closer look at the economic history before 1854. Thus, my starting point of the historic development is the so-called Tokugawa period. After that, I will talk about the different phases of the Japanese economic history up to this date. Out of the sheer volume of the single phases, we can only consider the most important events, and determining factors of any one development. After we have viewed the historical phases, we will introduce the perspectives of the Japanese economy.
