A new preface summarizes key developments in the situation up through 2022. Japan’s current territory is stipulated by the Potsdam Declaration (1945) and the Treaty of Peace with Japan (1951); it includes the Northern Territories, the Senkaku Islands, and Takeshima. Japan has demanded the return of the Northern Territories, comprising the islands of Etorofu, Kunashiri, Shikotan and Habomai, which are occupied by Russia. China has claimed sovereignty over the Senkaku Islands, which are validly controlled by Japan; Japan has claimed sovereignty over Takeshima, which is occupied by the Republic of Korea. This book analyzes the current status of these territorial topics, drawing on historical documents and international legal precedent, and it suggests peaceful methods to address them. In discussing territorial land, sea, and air space, this work touches upon postwar concepts defining modern international law and relevant rules on these subjects—exclusive economic zones (EEZs), continental shelves, and air defense identification zones (ADIZs)—found in international treaties, such as the United Nations Convention on the Law of the Sea (UNCLOS), and related domestic laws.

Contemporary Japan displays rich linguistic diversity, particularly in urban areas, but the true extent of this diversity has often been overlooked. The contributors to this volume provide a new perspective, with detailed accounts of the wide range of languages spoken in different contexts and by different communities across the Japanese archipelago. Each chapter focuses on a specific language community, and systematically explores the history of the variety in Japanese culture and the current sociolinguistic situation. The first part explores the indigenous languages of Japan, including the multiple dialects of Japanese itself and the lesser-known Ryukyan and Ainu languages. Chapters in Part II look at community languages, ranging from the historic minority languages such as Korean and Chinese to the languages spoken by more recent migrant communities, such as Nepali, Filipino, and Persian. The final part examines languages of culture, politics, and modernization, from the use of English in international business and education contexts to the ongoing use of Latin and Sanskrit for religious purposes. Book excerpt: Three weeks after Imperial Japan’s surrender, five men dressed in baggy khaki uniforms stared at the camera. They and two colleagues were the only survivors out of the 210 Allied airmen which Imperial Japan had imprisoned in “paradise.” Joining them were 18 British soldiers, the only survivors of 600 of their countrymen similarly but separately imprisoned. Another 10,000 Allied soldiers and civilians were also imprisoned on the South Pacific island of New Britain. More than half died before liberation. What motivated such inhumane treatment? This book’s quest for an answer traces the genesis of Bushido, Imperial Japan’s martial code, and surveys the prisoners’ recollections of their ordeal as the Battle for Rabaul raged around them from 1942 to March 1944.

However, as the maritime frontier was "rediscovered" and defined by the regional powers and legal refinements of the 1970s, the process of states seeking a secure maritime zone has accelerated and maritime rivalries have become as intense as inland rivalries. This book examines the territorial disputes souring relations between Japan and its three neighbours: Russia, South Korea and China. It combines an empirical study with theoretical advancements in comparative research to understand the Cold War and post-Cold War border issues related to Japan, particularly the Northern Territories/South Kurils dispute with Russia; Takeshima/Dokto with Korea; and Senkaku/Diaoyu with China and Taiwan. Based on the history of negotiations with the Soviet Union and Russia over the course of fifty years, the study offers a series of practical suggestions to enable these disputes to be separated from arguments over their history and resolved on the basis of the principle of mutual advantage for those affected by them. This book provides not only the key to resolving these three disputes affecting East Asia, but the framework in which to seek the resolution of other territorial issues worldwide. It is based on wide-ranging research in collections of personal and official papers in Australia, Britain, the United States and Canada. Linking up with the first volume, The Search for Security in the Pacific, it offers a new and path-breaking understanding of Australia's relations with the world from the outbreak of the First World War to the making of peace in Europe and the Pacific. This study explores a number of fundamental issues that shaped Australia's response to the world in this era, such as race and culture, geopolitics and security, domestic divisions and ideas of loyalty, and the philosophies and personalities of the chief policy makers. From the outset of this global conflict Australia was involved in a 'hot war' in Europe against Germany and its allies, and in a 'cold war' in the Pacific against Japan. The British Australians, for reasons of sentiment and interest, supported the Mother Country, but even as they did so they were deeply concerned about Japan's ambitions. As a result Japan figured prominently in Australia's approach to the war and the peace. Indeed for the Australians the 'cold war' did not come to an end until the Washington Conference of 1921-2, when Japan with the other Pacific powers agreed to limit naval building and to respect existing territories in China and the Pacific. In tracing out this story, the book throws light on many particular aspects of the 'hot' and 'cold' wars. They include the origins of Asian studies in Australia, intelligence gathering, the secret service and loyalty leagues, the fear of Japan in the conscription controversy, Irish Catholics and the Anglo-Irish War. The labour movement and the Bolshevik revolution, the ideological clash of the American President and the Australian Prime Minister over peacemaking, the visit of the Prince of Wales, 'Britishness' and the failure of the idea of Greater Britain all influenced the development of Australia's defence and foreign policy. At the end of the book there is an attempt to provide an assessment of Australia's leadership through these testing times and to point out the significance of this experience for a later generation of Australia policy makers.

Book excerpt: Contemporary discussions of international relations in Asia tend to be tethered in the present, unmoored from the historical contexts that give them meaning. Sacred Mandates, edited by Timothy Brook, Michael van Walt van Praag, and Miek Boltjes, redresses this oversight by examining the complex history of inter-polity relations in Inner and East Asia from the thirteenth century to the twentieth, in order to help us understand and develop policies to address challenges in the region today. This book argues that understanding the diversity of past legal orders helps explain the forms of contemporary conflict, as well as the conflicting historical narratives that animate tensions. Rather than proceed sequentially by way of dynasties, the editors identify three “worlds”—Chingssid Mongol, Tibetan Buddhist, and Confucian Sinic—that represent different forms of civilization authority and legal order. This novel framework enables us to escape the modern tendency to view the international system solely as the interaction of independent states, and instead detect the effects of the complicated history at play between and within regions. Contributors from a wide range of disciplines cover a host of topics: the development of international law, sovereignty, state formation, ruler legitimacy, and imperial expansion, as well as the role of spiritual authority on state behavior, the impact of modernization, and the challenges for peace processes.
