However, that appearance disguises crucial vulnerabilities and social ailments, including an ageing and shrinking population, slow productivity growth, a new low-wage, insecure workforce, declining marriage and fertility rates, and an extreme level of gender inequality. Within this gender gap lies the key both to the ailments and the cure. A deterioration in the use of human capital and a decline in family formation have become entrenched thanks to discrimination against the female half of the population. Yet gradual change is occurring, thanks not only to demographic necessity but also to a significant rise in female access to university education since the 1990s and the emergence of a wide range of role models to inspire and empower the next generation. Analysis of trends and policy options, combined with interviews with 21 role models spanning fields from business to the arts, diplomacy to politics, music to e-commerce, provides ample grounds for optimism. Japan is becoming a nation with an increasing number of potential female leaders. If this rise can be accelerated by both public policy and private action, Japan could achieve much greater social justice and sustainable prosperity in the decades to come.

There seems to be an uneasy feeling in the minds of even the more tonservative men that some change in the status of woman is inevitable, if the nation wishes to keep the pace it has Bet for itself. The Japanese women of the past and of the present are exactly suited to the position accorded them in society, and any attempt to alter them without changing their status only results in making square pegs for round holes. If the pegs hereafter are to be cut wquare, the holes must be enlarged and squared to fit them. The Japanese woman stands in no need of alteration unless her place in life is somehow enlarged, nor, on the other hand, can she fill a larger place without additional training. The men of New Japan, to whom the opinions and customs of the Western world are becoming daily more familiar, while they shrink aghast, in many cases, at the thought that their women may ever become like the forward, self-assertive, half-masculine women of the West, show a growing tendency to dissatisfaction with the smallness and narrowness of the lives of their wives and daughters, -- a growing belief that better educated women would make better homes, and that the ideal home of Europe and America is the product of a more advanced civilization than that of Japan. Reluctantly in many cases, but still almost universally, it is admitted that in the interest of the homes and for the sake of future generations, something must be done to carry the women forward into a position more in harmony with what the nation is reaching for in other directions. Largely nameless, OLs serve tea to the men and type and file their reports. They are exempt from the traditional lifetime employment and have few opportunities for promotion. In this engaging ethnography, Yuko Ogasawara exposes the ways that these women resist men's power, and why the men, despite their exclusive command of authority, often subject themselves to the women's control. Ogasawara, a Japanese sociologist trained in the United States, skillfully mines perceptive participant-observation analyses and numerous interviews to outline the tensions and humiliations of OL work. She details the subtle and not-so-subtle ways that OLs who are frustrated by demeaning, dead-end jobs thwart their managers and subvert the power structure to their advantage. Using gossip, outright work refusal, and public gift-giving as manipulative strategies, they can ultimately make or break the careers of the men. This intimate and absorbing analysis illustrates how the relationships between women and work, and women and men, are far more complex than the previous literature has shown.
