Much of the scholarly work surrounding new approaches to environmental governance tends to overlook the role of sub-national governments, but this study examines the potential of sub-national participation to make policy choices which are congruent with global strategies and national mandates. This book investigates the emerging actors and new channels of Japan’s environmental governance which has been taking shape within an increasingly globalized international system. By analysing this important new phenomenon, it sheds light on the changing nature of Japan’s environmental policy and politics, and shows how the links between global strategies, national mandates and local action serve as an influential factor in Japan’s changing structures of environmental governance. Further, it demonstrates that decision-making competencies are shared between actors operating at different levels and in new spheres of authority, resulting from collaboration between state and non-state actors. It highlights a number of the problems, challenges, and critiques of the actors in environmental governance, as well as raising new empirical and theoretical puzzles for the future study of governance over environmental and global issues. Finally, it concludes that changes in the tiers and new spheres of authority are leading the nation towards an environmentally stable future positioned within socio-economic and political constraints. Book excerpt: This thesis examines several Japanese government policies that impact on the environment in order to determine whether they incorporate a sufficient ethical substance. Japan built its domestic environmental policy on the experiences of combating its catastrophic post war pollution crises; these crises were created as the result of the country's relentless drive towards becoming a world economic super-power. As with many other countries, global environmental issues are an important agenda in governments' policies and from the late 1980s the Japanese government incorporated global initiatives into its domestic environmental directives. Since that time climate change issues have become a focal point of Japan's environmental policies, and by the 1990s the country had by means of regulations moved from being one of the world's most polluted countries, to one that had become one of the world's most environmentally responsible. However, Japan's economic success from the 1980s led to mounting criticism over its overseas business practices, practices that discounted the value of the ecosystems of its trading partners. In the enquiry into the ethics of the policies, this thesis explores how Western philosophers combined their theories to develop a 'Western environmental ethics code'; the thesis also reveals the existence of a unique 'Japanese environmental ethics code' built on Japan's cultural traditions, religious practices, and empirical experiences. The discovery of the distinctive Japanese code is not only important for what it discloses as a new philosophy, but most importantly how it can be used to analyse the ethical framework of the Japanese policies. In spite of the positive contributions that Japan has shown towards the global environment, the government has failed to show a corresponding moral obligation to the world ecology in its global environmental policy. The policies examined in the three case studies comprising whaling, nuclear energy, and forestry, have also been found wanting in ecological ethical considerations, both from a Western and Japanese perspective. The main reason for this is that the integrity of the policies has been compromised by Japanese vested interest groups; business and political interests ensure that the policies are primarily focused on maintaining sustainable economic growth. Whilst Japan's global environmental policy initiatives are the key to its economic survival into the 21st century, and these initiatives may achieve their aim, they do however fail the Japanese code of environmental ethics.

It addresses the ability of Japan to take up the challenges in this transnational sphere. Social scientists differ in their assessment about the future of nation-states' capability to steer policy formulation under this changing framework. However, transnationalization does not necessarily undermine the state, but includes transformations of state forms and policy making. The transfer of environmental technology to NICs proceeds on the assumption of the existent, but probably reduced capacity of states to act. Based on the policy cycle model, this study focuses special attention to the actors based on Albrecht Dehnhard's theory that nation-states are gaining power in international circles.

The need to incorporate nature into politics was revealed by a series of large-scale industrial disasters in the 1890s. The Ashio Copper Mine unleashed massive amounts of copper, arsenic, mercury, and other pollutants into surrounding watersheds. Robert Stolz argues that by forcefully demonstrating the mutual penetration of humans and nature, industrial pollution biologically and politically compromised the autonomous liberal subject underlying the political philosophy of the modernizing Meiji state. In the following decades, socialism, anarchism, fascism, and Confucian benevolence and moral economy were marshaled in the search for new theories of a modern political subject and a social organization adequate to the environmental crisis. With detailed considerations of several key environmental activists, including Tanaka Shōzō, Bad Water is a nuanced account of Japan's environmental turn, a historical moment when, for the first time, Japanese thinkers and activists experienced nature as alienated from themselves and were forced to rebuild the connections.
