Book excerpt: The history of official relations between Russia and Japan encompasses a period of a little more than one hundred and fifty years, but stretch back unofficially for at least double that amount of time. But for both Russia and Japan, these relations have never been a key element of foreign policy, indispensable or intrinsically important for their diplomatic strategy. It is also noteworthy that for most of this time Russia and Japan were enemies, rivals, competitors. For both parties the significance of bilateral relations to a large extent was determined by their geographical proximity. This geographically predestined relationship can be characterized as "distant neighbors." At the same time, at certain historical stages, this neighborhood was not so "distant." The countries managed to establish relations in the economic sphere, while tourism, cultural, scientific and educational ties were actively developing. The complexity of the relations which developed for just over three centuries is worthy of study. This book analyzes these three centuries of Japan-Russia relations so as not to miss out any essential factors of the relationship.

Having emerged at the end of World War II, this conflict has now existed for more than seven decades. And yet, despite the passage of so much time, within Japan there remains a resilience of belief that the islands will eventually be returned. This book provides a comprehensive analysis of Japan’s prospects of ever recovering these "Northern Territories". Offering an in-depth account of why the Japanese side believe they still have a chance of securing the return of the four islands, it also provides an objective and methodical evaluation of the prospects of these expectations being realised. The key finding is that Japanese policymakers and scholars have consistently overestimated the extent of Japan’s leverage with regard to Russia, and that there is, in fact, already no possibility whatsoever of sovereignty over the four islands being restored to Japan. This has major implications for Japanese decision makers who must balance their principled commitment not to compromise on territorial issues with more pragmatic considerations of energy security and how to contain the rise of Chinese regional power. Presenting a unique analysis and a strikingly different perspective on this territorial dispute, the findings of this book are of considerable importance for international relations within the Asia-Pacific region. For Russia there has always been more than one ‘Asia’: after the collapse of the Soviet Union, there were those in the Russian elite who saw Asia as implying the economic dynamism of the Asia-Pacific, with Japan as the main player. However there were others who saw the chance for Russia to reassert its claim to be a great power, based on Russia’s geopolitical and geoeconomic position as a Eurasian power. For these, China was the power to engage with: together China and Russia could control both Heartland and Rim, both Eurasia and Asia-Pacific, whereas accepting Japan’s conception of Asia implied regional fragmentation and shared sovereignty. This book argues that this strand of thinking, mainly confined to nationalists in the El’tsin years, has now, under Putin, become the dominant discourse among Russian policymakers. Despite opportunities for convergence presented by energy resources, even for trilateral cooperation, traditional anxiety regarding loss of control over key resource areas in the Russian Far East is now used to inform regional policy, leading to a new resource nationalism. In light of Russia’s new assertiveness in global affairs and its increasing use of the so-called ‘energy weapon’ in foreign policy, this book will appeal not only to specialists on Russian politics and foreign policy, but also to international relations scholars.

The dissolution of the Soviet Union raised hopes for a rapid improvement of Japanese-Russian relations. This is important to both global and regional stability, peace, and security in Northeast Asia, and to Russia's transition to new relations with the West. Both Russia and Japan are in the process of domestic change and have weak political leadership. Yeltsin's visit to Tokyo in October 1993 was a cause for relief and for hope as the two nations discussed their common concerns. However, the Northern Territories remains a serious obstacle to improved relations. In this book an attempt is made to go back to the origins of the conflict in Japan-Russia relations, to discuss their current status, and to propose an agenda for the future. There was a broad consensus among the diplomats, academic researchers, political analysts, and journalists whose writings are part of this collection. First, the problems Moscow and Tokyo inherited from the decades of Cold War cannot be resolved through a narrow bilateral approach and will require constructive U.S. participation. Second, the interconnection between bilateral, regional, and global trends created a new context for Moscow-Tokyo dialogue and cooperation.
