Through intricate case studies of visits by Japanese politicians to the Yasukuni Shrine, conflicts over the boundaries of economic zones in the East China Sea, concerns about food safety, and strategies of island defense, Sheila A. Smith explores the policy issues testing the Japanese government as it tries to navigate its relationship with an advancing China. Smith finds that Japan's interactions with China extend far beyond the negotiations between diplomats and include a broad array of social actors intent on influencing the Sino-Japanese relationship. Some of the tensions complicating Japan's encounters with China, such as those surrounding the Yasukuni Shrine or territorial disputes, have deep roots in the postwar era, and political advocates seeking a stronger Japanese state organize themselves around these causes. Other tensions manifest themselves during the institutional and regulatory reform of maritime boundary and food safety issues. Smith scrutinizes the role of the Japanese government in coping with contention as China's influence grows and Japanese citizens demand more protection. Underlying the government's efforts is Japan's insecurity about its own capacity for change and its waning status as the leading economy in Asia. Yet despite their shared interests, shared values, and geographic proximity, divergent national identities have driven a wedge between them. Drawing on decades of expertise, Brad Glosserman and Scott A. Snyder investigate the roots of this split and its ongoing threat to the region and the world. Glosserman and Snyder isolate competing notions of national identity as the main obstacle to a productive partnership between Japan and South Korea. Through public opinion data, interviews, and years of observation, they show how fundamentally incompatible, rapidly changing conceptions of national identity in Japan and South Korea—and not struggles over power or structural issues—have complicated territorial claims and international policy. To a surprising extent, Micronesia (the last UN trusteeship) and independent Papua New Guinea depend for their very survival on the United States and Japan. The authors point out that the interests of the United States and Japan in this region too often–and unnecessarily–operate in isolation from one another and in direct conflict. Cooperative U.S.-Japanese efforts are vital in this area; whatever plans are made for the region, they must be island-specific, culturally congruent, politically sensitive, and economically viable.

A primary mechanism that has furthered its influence has been through its foreign aid policies. Japan’s primacy, however, has been challenged by changing global conditions related to aid to Africa, including the consolidation of the poverty reduction agenda and China’s growing presence in Africa. This book analyzes contemporary political and economic relations in foreign aid policy between Japan and Africa. Primary questions focus on Japan’s influence in the African continent, reasons for spending its limited resources to further African development, and the way Japan’s foreign aid is invested in Africa. The context of examining Japan’s foreign aid policies highlights the fluctuation between its commitments in contributing to international development and its more narrow-minded pursuit of its national interests. The contributors examine Japan’s foreign aid policy within the theme of a globalized economy in which Japan and Africa are inextricably connected. Japan and many African countries have come to realize that both sides can obtain benefits through closely coordinated aid policies. Moreover, Japan sees itself to represent a distinct voice in the international donor community while Africa needs foreign aid from all sources.

Book excerpt: In 1987 -- first in May and again in September -- Fiji, which had often been regarded as a model for racial co-existence, surprised the rest of the world by staging not one but two coups. Most interpreters of the Fijian political scene saw the events as a result of tension between native Fijians and members of other ethnic groups. Michael Howard argues in this book that this interpretation is simplistic. Instead, he points out, the May coup was a strike against democratic government by elements associated with Fiji's traditional oligarchy seeking to hide behind a mask of populist communalism. Howard traces the evolution of Fijian politics from the precolonial chiefdoms, through the colonial era and into the postcolonial period, emphasizing the developments during the latter half of the 1980s. As a close and involved observer, he draws a convincing picture of the leading actors in contemporary Fijian politics and the motives guiding their actions. He describes how the ruling elite -- the Fijian chiefly families and their allies -- has maintained its power by manipulating communal or racially based sentiments and how the opposition has attempted to change the situation by creating political alignments based on social class. In the central part of the book Howard chronicles the rise of the Fiji Labour Party and its 1987 election victory over the ruling Alliance Party. He then discusses the short-lived regime of the Bavadra government and the events leading up to the May 1987 coup. Finally, he looks at events following the coup, as the oligarchy has sought to reimpose control in the face of popular opposition and internal division, discussing their implications for the social condition of Fiji, its international politics, and its internal ethnic relations. The book concludes with the death of Timoci Bavadra in late 1989. A perceptive case study of racial politics in the modern world and a significant new approach to the understanding of the dynamics of a non-western political system, Fiji: Race and Politics in an Island State provides a timely and comprehensive analysis of recent events in this important island state.
