Kasza rejects the view that the Japanese welfare system is unique; he challenges the nearly universal belief that the postwar Japanese state neglected welfare to promote rapid economic growth; he rejects the claim that there is a regional welfare model in East Asia; and he uses the Japanese case to question the dominant framework for comparative welfare research. The author explores the relevance of both convergence and divergence theories for understanding the Japanese record and spotlights the importance of international influences on the timing and content of Japan's welfare policies. This book offers a fresh comparative template for research on Japanese public policy. Case studies of Japan have often exaggerated its distinctiveness. Comparative research documents points of similarity as well as difference; it unearths the foreign models that have swayed Japan's policymakers; and it reveals what others might learn from Japan's experience. Most of the welfare challenges that Japan has faced over the last century have resembled those confronting other nations, and the Japanese have often patterned their welfare policies after those of Western countries. In contrast, this study demonstrates that Japan—while motivated by pragmatic interests, international cultural rivalries, ethnocentrism, moralism, and idealism—was mindful of Chinese opinion and sought the cooperation of the Chinese government. Japanese policy stressed cultural communication and inclusiveness rather than cultural domination and exclusiveness and was part of Japan’s search for an East Asian cultural order led by Japan. China, however, was not a passive recipient and actively sought to redirect this policy to serve its national interests and aspirations. The author argues that it is time to move away from the framework of cultural imperialism toward one that recognizes the importance of cultural autonomy, internationalism, and transculturation.

Book excerpt: Because of severe domestic labor shortages, Japan has recently joined the increasing number of advanced industrialized nations that have begun importing large numbers of immigrant workers since the 1980s. Although the citizenship status of foreign workers is the most precarious in such recent countries of immigration, the national governments of these countries have become increasingly preoccupied with border enforcement, forcing local municipalities and organizations to offer basic rights and social services to the foreign residents who are settling in their local communities. This book analyzes the development of local citizenship in Japan by examining the role of local governments and NGOs as well as grass-roots political and judicial activism in the expansion of immigrant rights. In this manner, localities are emerging as important sites for the struggle for immigrant citizenship and social integration, enabling foreign workers to enjoy substantive rights even in the absence of national citizenship. The possibilities and limits of such local citizenship in Japan are then compared to three other recent countries of immigration (Italy, Spain, and South Korea).

In many countries religion is a powerful source of political mobilization, and in some a potent social cleavage. In some religion reinforces the state, in others it provides the space for resistance. This book contains a series of detailed studies examining religion and politics in specific countries or regions. The cases include countries with one dominant religious tradition, and others with two or more competing traditions. They include Catholicism, Protestantism, Islam, Hinduism, Shinto and Buddhism. They include states where religion and politics are closely linked, and others with at least a low wall of separation between church and state. The cases are organized by the type of religious marketplace, but allow many other comparisons as well. We develop some generalizations from the cases, and hope that they will be a fertile source of theorizing for others.
