Book excerpt: This book presents a study of Japanese involvement in post-Soviet Central Asia since the independence of these countries in 1991, examining the reasons for progress and stagnation in this multi-lateral relationship. Featuring interviews with decision-makers and experts from Japan, China, Kazakhstan, Uzbekistan, Azerbaijan, and the Philippines, this book argues that Japan's impact on Central Asia and its connectivity has been underappreciated. It demonstrates that Japan's infrastructural footprint in the New Silk Road significantly pre-dated China's Belt and Road Initiative, and that the financial and policy contribution driven by Japanese officials was of a similar order of magnitude. It also goes on to show that Japan was the first major power outside of post-Soviet Central Asia to articulate a dedicated Silk Road diplomacy vis-à-vis the region before the United States and China, and the first to sponsor pivotal assistance. Being the first detailed analytical account of the diplomatic impact made on the New Silk Road by various Japanese actors beyond formal diplomacy, this book will be useful to students and scholars of Japanese politics, as well as Asian politics and international politics more generally.

The book points to the need to decolonize International Relations in the Central Asian region to present a fair representation of the regional states in international affairs. In doing so, the book exposes the concepts and stereotypes that have been imposed on Central Asian region by Western assumptions in contemporary International Relations. Offering empirical grounding for alternative views, the author suggests that Western International Relations makes the same mistakes in the Central Asian region that the Russian Marxists made when they attributed a narrative of modernity along the lines of the progress made in Germany and Russia. In such a structure, both Russian Marxist attempts and liberalist Western ideas disregard the fact the region has its own model of modernity and progress which does not necessarily involve an appeal to the modern nation state, ethnicity and state building. The book sheds lights on the prospects of coordinated development of Central Asia and Afghanistan. It also provides insights into the development of post-Socialist Asia in its relations with Russia, China, Japan and South Korea. Book excerpt: As Japan's newfound economic power leads to increased political power, there is concern that Japan may be turning East Asia into a regional economic bloc to rival the U.S. and Europe. In Regionalism and Rivalry, leading economists and political scientists address this concern by looking at three central questions: Is Japan forming a trading bloc in Pacific Asia? Does Japan use foreign direct investment in Southeast Asia to achieve national goals? Does Japan possess the leadership qualities necessary for a nation assuming greater political responsibility in international affairs? The authors contend that although intraregional trade in East Asia is growing rapidly, a trade bloc is not necessarily forming. They show that the trade increase can be explained entirely by factors independent of discriminatory trading arrangements, such as the rapid growth of East Asian economies. Other chapters look in detail at cases of Japanese direct investment in Southeast Asia and find little evidence of attempts by Japan to use the power of its multinational corporations for political purposes. A third group of papers attempt to gauge Japan's leadership characteristics. They focus on Japan's "technology ideology," its contributions to international public goods, international monetary cooperation, and economic liberalization in East Asia.

The most significant changes occurred as a result of the revolution in 1917, the incorporation of the region into the Soviet Union, and gaining independence after the collapse of the USSR. Impartial and informed public evaluation of the Soviet and post-Soviet periods has always been a complicated issue, and the ‘official’ descriptions have often contradicted the interpretations of the past viewed through the experiences of ordinary people. Identity and Memory in Post-Soviet Central Asia looks at the tradition of history construction in Central Asia. By collecting views of the public’s experiences of the Soviet past in Uzbekistan, the author examines the transformation of present-day Central Asia from the perspective of these personal memories, and analyses how they relate to the Soviet and post-Soviet official descriptions of Soviet life. The book discusses that the way in which people in Central Asia reconcile their Soviet past to a great extent refers to the three-fold process of recollecting their everyday experiences, reflecting on their past from the perspective of their post-Soviet present, and re-imagining. These three elements influence memories and lead to selectivity in memory construction, emphasising the aspects of the Soviet era people choose to recall in positive and negative lights. Presenting a broader picture of Soviet everyday life at the periphery of the USSR, the book will be a useful contribution for students and scholars of Central Asian Studies, Ethnicity and Identity Politics.

In each of these studies, Green considers Japanese objectives; the effectiveness of Japanese diplomacy in achieving those objectives; the domestic and exogenous pressures on policy-making; the degree of convergence or divergence with the United States in both strategy and implementation; and lessons for more effective US - Japan diplomatic cooperation in the future. As Green notes, its bilateral relationship with the United States is at the heart of Japan's foreign policy initiatives, and Japan therefore conducts foreign policy with one eye carefully on Washington. However, Green argues, it is time to recognize Japan as an independent actor in Northeast Asia, and to assess Japanese foreign policy in its own terms.
