Kasza rejects the view that the Japanese welfare system is unique; he challenges the nearly universal belief that the postwar Japanese state neglected welfare to promote rapid economic growth; he rejects the claim that there is a regional welfare model in East Asia; and he uses the Japanese case to question the dominant framework for comparative welfare research. The author explores the relevance of both convergence and divergence theories for understanding the Japanese record and spotlights the importance of international influences on the timing and content of Japan's welfare policies. This book offers a fresh comparative template for research on Japanese public policy. Case studies of Japan have often exaggerated its distinctiveness. A large number of legislative projects dealing with codifying and modernizing private international law, both on the national and the supranational level, have been launched in the past few years. On January 1, 2007, the new Japanese 'Act on General Rules for Application of Laws' entered into force replacing the outdated conflict of laws statute of 1898. This major reform finds its parallels in the current efforts of the European Union to create a modern private international law regime for its member states.This volume presents the first comprehensive analysis of the new Japanese private international law available in any western language and contrasts it with corresponding European developments. Most of the contributors from Japan are scholars who were actively involved in and responsible for preparing the new Act. All of them are renowned experts in the field of private international law. Leading European experts in the conflict of laws supplement the Japanese analyses with comparative contributions reflecting the pertinent discussion of parallel endeavours in the EU. The cases include countries with one dominant religious tradition, and others with two or more competing traditions. They include Catholicism, Protestantism, Islam, Hinduism, Shinto and Buddhism. They include states where religion and politics are closely linked, and others with at least a low wall of separation between church and state. The cases are organized by the type of religious marketplace, but allow many other comparisons as well. We develop some generalizations from the cases, and hope that they will be a fertile source of theorizing for others.

It situates the change in fertility rates in a broader context, such as family life and working customs. The basic argument it puts forward is that Japan has failed to establish a “dual-earner” society: women still face the trade-off between having a career or starting a family, which has led to an extremely low fertility rate in Japanese society. Further to this rather common explanation, which could also be applied to other low-fertility societies such as Germany and Italy, the author presents an original view. Japan has had its own momentum in holding on to its strong “men as breadwinners and women as housekeepers” model by creating a unique regime, namely, a Japanese model of a welfare society. This regime places special emphasis on the welfare provided by private companies and family members instead of by the government. Private firms are expected to secure men’s jobs and income to the greatest extent, taking advantage of Japanese employment customs. On the other hand, women are expected to provide care for their family members. The book argues that the familialist orientation is still dominant in Japan and is repeatedly reinforced in the policy context.

The role of specific nonmarket practices for promoting the economic development and welfare has been a distinct concern, typically involving discussion of the state’s economic policies. How have societies tackled those issues that the market did not? To what extent did those solutions reflect the structure of an economy? Public Goods Provision in the Early Modern Economy explores these questions by investigating efforts made for the provision of "public goods" in early modern economies from the perspective of Japanese socioeconomic history during Tokugawa era (1603–1868), and by comparing those cases with others from Europe and China’s economic history. The contributors focus on three areas of inquiry—early modern era welfare policies for the poor, infrastructure, and forest management—to provide both a unique perspective on Japanese public finance at local levels and a vantage point outside of Europe to encourage a more global view of early modern political economies that shaped subsequent modern transformations.

Book excerpt: Because of severe domestic labor shortages, Japan has recently joined the increasing number of advanced industrialized nations that have begun importing large numbers of immigrant workers since the 1980s. Although the citizenship status of foreign workers is the most precarious in such recent countries of immigration, the national governments of these countries have become increasingly preoccupied with border enforcement, forcing local municipalities and organizations to offer basic rights and social services to the foreign residents who are settling in their local communities. This book analyzes the development of local citizenship in Japan by examining the role of local governments and NGOs as well as grass-roots political and judicial activism in the expansion of immigrant rights. In this manner, localities are emerging as important sites for the struggle for immigrant citizenship and social integration, enabling foreign workers to enjoy substantive rights even in the absence of national citizenship. The possibilities and limits of such local citizenship in Japan are then compared to three other recent countries of immigration (Italy, Spain, and South Korea).
