Book excerpt: This book is a compendium of newspaper columns, which were initially written for general public discourse and published in Jamaica s two main daily newspapers, the Jamaica Observer and the Jamaica Gleaner. These contributions may best be described as reflections and commentaries on issues of public interest. The book focuses on issues of leadership and governance and explores issues of accountability, crime, corruption, decision making, integrity, political maturity and renewal, and transparency. The explorations are undertaken with a view to identifying solutions to some of the problems that Jamaica faces. It is important to note that the book is not intended to be prescriptive but explorative. This work is a critique of leadership and governance practices, and uses as a reference point some specific practice or set of practices. Each chapter explores a set of issues, ideas, or behaviours which relate to how Jamaica is being led and governed, and offers critiques or suggestions which imply or point to some alternatives. Thus, the book seeks to use challenges and controversies identified to make a case for how new levels of leadership and better modes of governance may be pursued. The purpose of this book is to contribute to ongoing public discourse on matters that are at the heart of who we are as a country, the standards to which we hold our leaders, the kind of service we expect from those who serve, and the kind of future we wish for our children. It is for these reasons that the articles were first published in the form that they were, as it is in those spaces that the ordinary person finds access easiest. Both the ruling Andrew Holness administration and the opposition party led by Peter Phillips are placed in the spotlight in what I hope is an equitable, even if non-equivalent, manner. The areas of public leadership that this book explores are not limited to politics, and politicians have not been singled out for criticism. Indeed, I would contend that all leaders, including the writer, have been criticized in one way or the other. This book is therefore not intended to be a finger-pointing piece but rather is designed for collective reflection and self-criticism using specific incidents to highlight the need for reflection, engagement, renewal, self-criticism and a call for a higher form of leading. Thus, in addition to political leaders and the political processes, the justice system, the education system, the private sector, the church have all been included as part of the conversation on how we can lead in more accountable, morally courageous, transparent, and uplifting ways.

The Matalon siblings built a conglomerate, venturing into businesses and experimenting with business models that had never been tried in Jamaica, enjoying success for the first twenty years, struggling to retain viability for the next twenty years, and fighting to keep the family together throughout. Matalon rose to wealth and prominence through his talent for numbers, his innovative ideas, and his extraordinary emotional intelligence. He was one of Prime Minister Michael Manley’s closest confidantes, in and out of power, and he advised every Jamaican premier and prime minister from Norman Manley to Bruce Golding, with only one exception. That one exception resulted in a sidelining that had a blowback that set Jamaica back decades and that sealed his family’s business’s fate. This is a story of race, class, and power in postcolonial Jamaica. Through the lens of Mayer Matalon’s life, the book outlines Jamaica’s political and economic trajectory over the sixty years before and after independence. Bakan demonstrates the existence of "the religious idiom," an ideological current which uses Biblical teaching to reinforce and justify the struggle for greater rights. Also, Bakan shows that there is a belief in the justice and benevolence of the British Crown. Jamaican labourers have repeatedly looked to the Crown as a protector of lower-class interests as opposed to the interests of the local authorities, even when these authorities are appointed by the Crown. Bakan's synthesis of the Gramscian concepts of "willed" and "organic" ideology and of Rudé's notions of "inherent" and "derived" ideology move Ideology and Class Conflict in Jamaica beyond mere historical description. She describes Jamaican resistance as an aspect of willed ideology, with features that are both derived from middle- and ruling-class influences and inherent in the traditions of slaves, peasants, and workers. Each of the rebellions also contains an important organic element which influenced, and in turn was influenced by, the willed ideological aspects.

Despite their hard work, over the years women have been marginalized, and have encountered barriers in the workplace. The purpose of this qualitative phenomenological study was to explore the lived experiences of twelve empowered female leaders in organizations in Kingston, Jamaica, to discover what has contributed to their rise to leadership position. Leadership position was defined as Director, Chief Executive Officer, President, General Manager, or other senior executive position. Five themes emerged from an analysis of the collected data. These themes were used to develop an empowerment model for Jamaican women. The term empowerment may mean different things to different persons. However, irrespective of those differences, at the heart of empowerment is the word power, which plays an integral role in the empowerment process.

Much like their later counterparts, Reverend Martin Luther King, Jr. and Malcolm X, the debate between gradual integration through temporary accommodation and overtly insistent activism was led by Booker T. Washington and W. E. B. Du Bois. Through the last years of the 19th century, Washington's gentler approach of enhancing black prospects through vocational education, largely accomplished with white permission and funds, seemed the popular choice. His legacy can be sensed in King's subsequent willingness to extend an olive branch to white Americans in a sense of unity, although Washington's propensity for accommodation held no place in King's ministry. Ultimately, however, the vision that oversaw the creation of the Tuskegee Institute faded in the early 20th century as black intellectualism and stiffening resolve came to the fore. This side's greatest proponent, William Edward Burghardt Du Bois, still stands among the greatest and most controversial minds of any black leader in his country. The first African-American to receive a doctorate from Harvard University, Du Bois rose to become one of the most important social thinkers of his time in a 70-year career of combined scholarship, teaching, and activism. The third and most improbable approach toward American civil rights for black citizens blended the beliefs of Washington and Du Bois, and it was spearheaded by global activist Marcus Aurelius Garvey. The Jamaican began his career as an activist with a devotion to Washington's path, but he subsequently leaned to the alternative, and beyond. Beyond the worldview of both colleagues, Marcus Garvey's bigger-than-life scheme was to establish a black-owned and managed shipping line to transport much of America's black population back to Africa. Repatriation of black residents to the African continent had been proposed and debated before, even by Abraham Lincoln, but Garvey's second and equally prodigious vision proposed that once the African diaspora returned to its homeland, an immense empire would assume rule over the continent, housing black cultures from around the globe. This realization of racial segregation would be a boon to black and white societies, at peace but thriving in distinctly separate cultures and economies from the white world. No other black leader wielded such an epic influence on African societies as Garvey, the gregarious visionary who would never set foot on the African continent in his lifetime, but despite this, he was one of the few notable names from the West known to Africans. Garvey very nearly accomplished the impossible while fending off the American federal government's attempts to frame him on any charge that would disarm his vast army of devotees. Booker T. Washington's legacy is based on the continuing success of Tuskegee, and Du Bois co-founded the NAACP and left volumes of brilliant writing and exhortations to black America, but only Garvey inspired the first important nationalist movement of African-Americans in North America. Central to the many Pan-African Congresses, he founded the Universal Negro Improvement Association, the African Communities League, and the Black Star Shipping Line. Despite being Caribbean-born, Garvey made his headquarters in New York City, and at the peak of his influence was considered the most powerful man in Harlem. In his uplifting speeches on the subject of black pride, his exhortations cast him as the father of the modern "Black is Beautiful" movement. Through his work, Garvey commanded the ear of the masses, millions in number.
