In 1998, Indonesia, the third largest country in the world, faced just such a challenge. Policing had long been managed under the jurisdiction of the military, as an instrument of the Suharto regime – and with Suharto abruptly removed from office, this was about to change. Here we see how it changed, and how far these changes were for the better. Based on direct observations by a scholar who was involved in the last days of the New Order and who saw how the police responded to regime change, this book examines the police, the new regime, and how the police was disassociated from the military in Indonesia. Providing a comprehensive historical overview of the position of police in this change of regime, the book focuses on two key areas: the differences between local and national levels, and the politicisation associated with decentralisation. Arguing that the disassociation of the Indonesian National Police from the military has achieved only limited success, the book contends that there is continued impetus for the establishment of a professional police force and modern and democratic policing, which will entail effective public control of the police. A pioneering study of the police in Indonesia, examining key issues in the post-Suharto era, this book will be of interest to scholars of Southeast Asian politics and of policing and politics in the developing world.

The collapse of the Soeharto regime was accompanied by massive economic decline, widespread rioting, communal conflict, and fears that the nation was approaching the brink of disintegration. Although the fall of Soeharto opened the way towards democratization, conditions were by no means propitious for political reform. This book asks how political reform could proceed despite such unpromising circumstances. It examines electoral and constitutional reform, the decentralization of a highly centralized regime, the gradual but incomplete withdrawal of the military from its deep political involvement, the launching of an anti-corruption campaign, and the achievement of peace in two provinces that had been devastated by communal violence and regional rebellion.

Lee situates the revolt as the most recent manifestation of student activists claiming a political and historical inheritance passed down by earlier generations of politicized youth. Combining historical and ethnographic analysis of "Generation 98," Lee offers rich depictions of the generational structures, nationalist sentiments, and organizational and private spaces that bound these activists together. She examines the ways the movement shaped new and youthful ways of looking, seeing, and being—found in archival documents from the 1980s and 1990s; the connections between politics and place; narratives of state violence; activists' experimental lifestyles; and the uneven development of democratic politics on and off the street. Lee illuminates how the interaction between official history, collective memory, and performance came to define youth citizenship and resistance in Indonesia’s transition to the post-Suharto present.

Book excerpt: The Papuan conflict has been on the international radar screen since Indonesia became an independent state in 1945. Since the surrender of the territory of Papua to Indonesia in 1962, a low-intensity military conflict has been building. Most Papuans believed that their right to self-determination was sacrificed on the altar of geopolitics. Later, when East Timor seceded peacefully from Indonesia, Papuans expected the same right. When this did not happen, the conflict intensified. In this pivotal work, Bilveer Singh examines the history of the Papuan struggle, and approaches to conflict resolution through the framework of its geopolitical implications. Asserting that the Papuans were treated unjustly by Indonesia and the international community, it is not surprising that many have come down squarely on the side of Papuan independence as a way out of the imbroglio. While to some extent the Papuan's case cannot be denied, definite political and strategic realities should not be ignored. Unfortunately for the Papuans, their territory has immense geopolitical, geostrategic, and economic significance - not only for Indonesia, but also for others such as the United States, China, Australia, and a number of European countries. Papua is wealthy, under-populated and backward in terms of human resource development. Its future as a distinct entity is in real danger as the Papuans are becoming the minority in their own homeland. Due to the asymmetry of power, the Papuans' struggle has not made a breakthrough that would force Indonesia to rethink the future of the territory in any fundamental way. In order to unravel the dynamics involving Papuan separatism, this study describes the Papuan political landscape. Singh explains what makes Papua unique, and how its makeup has affected the territory's political dynamics. He analyzes the emergence of Papua as a geopolitical trophy, calling into question the degree to which Papuan nationalism has crystallized. Finally, he questions whether Papua is emerging as a regional flashpoint, and, in view of its geopolitical importance, the various options available. "Papua: Geopolitics and the Quest for Nationhood" will be of interest to scholars of international relations, comparative politics of Indonesia and the Asia-Pacific, and policymaking.

In contrast to the thesis of compatibility between Islam and democracy following the dominant discourse of the Global War on Terror (GWOT) and neoliberal democracy, this study situates Islamic politics in broader social settings by examining its nature and trajectories throughout Indonesia’s modern political history. The book thus investigates how the practices of Islamic politics, or Islamism, have shaped and been transformed through political contestations and the formation of coalitions of multiple forces in constructing Indonesia’s socio-political landscape. Using the concept of hegemony from poststructuralist discourse theory, the analytical framework applied in this book goes beyond liberal epistemologies of Islamism that prescribe the separation of religion from politics and treat Islamism as an object of intervention. Instead, the book is premised on the contention that Indonesia is a political construction, in which Islam has become one of the major discourses that have defined and transformed Indonesia’s nation-state throughout history. In this view, it is argued that the nature and dynamics of Islamism are not driven primarily by different interpretations of religious doctrines, cultural norms or by the imperative of institutions. Rather, the struggles of different Islamist projects in their quest for hegemony are contingent on the outcomes of socio-political changes and contestations that involve multiple political forces, both within and beyond the Islamists, in specific historical conjunctures.

Book excerpt: Based on a decade of research in Indonesia, this book provides an in-depth account of the military's struggle to adapt to the new democratic system after the downfall of Suharto's authoritarian regime in 1998. Unlike other studies of the Indonesian armed forces, which focus exclusively on internal military developments, Mietzner's study emphasizes the importance of conflicts among civilians in determining the extent of military involvement in political affairs. Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre. Drawing broader conclusions from these events for Indonesia's ongoing process of democratic consolidation, the book shows that the future role of the armed forces in politics will largely depend on the ability of civilian leaders to maintain functioning democratic institutions and procedures.
