This notion is at odds with today's world in which even mighty states are enmeshed in a web of interdependence. Much of the world's economy, information, industry, and culture have become global. Given these massive changes, argues Thomas Nowotny, much of traditional diplomacy has become redundant and sometimes counterproductive. Notwithstanding worldwide interdependence, states still anchor this complex global system. In a timelier version of their craft, diplomats retain an important function in safeguarding and shaping that worldwide interdependence. They are trained to transform differences into consensus and to navigate zones of conflict. But to do so effectively, and to meet today's challenges, they will have to adjust their ways and institutions. Nowotny bases his arguments on his unique experiences in internal organizational politics and in bilateral and multilateral international diplomacy, as well as on his theoretical reflections as an academic. His work aims to merge lessons from these distinct spheres into one comprehensive whole, intertwining practice and theory. To affect outcomes one, thus, has to deal with practice and theory at the same time. This is what Novotny aims to achieve, and he succeeds admirably.

The author has used the materials that emerged from the preparatory work for the Convention and has taken numerous examples from UNESCO’s records about the application of the Convention in conflicts over the last 40 years to illustrate this article-by-article commentary on the Convention itself, the Regulations for its Execution, and its Protocol. The author establishes parallels with other international legal instruments such as the 1977 Protocols Additional to the 1949 Geneva Conventions or the other UNESCO conventions relating to cultural heritage and puts forward ideas for a more general study of the protection of cultural property in the event of armed conflict and the legal and practical ways of achieving this. This work should satisfy the expectations of politicians and those responsible for culture in the countries that are States Parties to the Convention, now numbering more than 80, and of those that are considering becoming parties to it, given the increasing calls being made for the international community to have greater powers to defend the cultural heritage from attacks to which it is too often exposed in armed conflicts today.

The postgraduate Diplomatic Academy of Vienna is the oldest Austrian educational establishment in the field of International Relations. It was founded in 1754 by Maria Theresa as the Oriental Academy and renamed the Consular Academy in 1898. Its history reflects the social and political changes in Austria since the Habsburg era, the evolution of the First Republic into an authoritarian "corporate" state and the National Socialist regime, as well as the emergence of a new Austria after 1945. In this reconstruction process the Diplomatic Academy (re-opened in 1964) was given the vital task of forging a new identity, one, however, with an international orientation. In this sense it has become an Austrian international lieu de memoire, which has had to react to social developments with sensitivity and which faces great challenges in a future that is both European and global. L'Académie Diplomatique de Vienne est le plus ancien établissement autrichien extra-universitaire et aujourd'hui post-universitaire dans le domaine des relations internationales. Fondée en 1754 par Marie Thérèse sous le nom d'Académie orientale puis transformée en 1898 en Académie consulaire ; son histoire reflète aussi bien les changements socioculturels et politiques depuis l'époque de la monarchie des Habsbourg que le développement de la première république en un l'État corporatiste autoritaire, du régime national-socialiste à la reconstruction après 1945, dans une nouvelle Autriche au sein de laquelle, à partir de 1964, l'Académie fut investie de missions visant à développer l'identité autrichienne -avec toutefois une orientation internationale. The study takes the form of an extended and detailed comparative examination of Swedish and Swiss responses to the League of Nation's embargo against Italy in 1935-36 and the United Nation's sanctions against Rhodesia in 1965-79. Through this analysis, the author explores how and why Swedish and Swiss policies toward sanctions have differed over time and what these differences reveal about neutrality policy in general, particularly in relation to collective security actions taken by international organizations. An ideal supplemental text for graduate and advanced undergraduate courses in comparative politics, international relations, and international organization, this volume will also be of significant benefit to policymakers interested in reviewing past sanctions cases as a guidepost for determining the feasibility of similar operations in the future. The book is distinguished by its broad historical approach and by its close comparison of the two countries--not only in terms of their sanctions policies but also in terms of their domestic political structures and individual overall formulations of neutrality policy. Ross demonstrates that despite the many background similarities between Sweden and Switzerland, the two states have differed substantially in their responses to sanctions operations. He analyzes the reasons for these differences, challenging traditionally held views that characterize Sweden's policies as changeable and Switzerland's as consistent. Finally, Ross identifies seven explanatory factors, derived from the four case studies, which can be used to determine how other source states--both neutral and non-neutral--might respond to future cases of sanctions.
