Book excerpt: Using applied political theory, JoAnne Myers presents five markers by which citizens become second-class citizens—property, productivity, participation, patriotism, and reproduction. Citizenship is a highly contested status since it grants members political rights and responsibilities. It is contextualized by cultural, political, historical, economic, situational, and place. In the United States, we think of citizenship in principle as democratic, but citizenship is not just a binary status: norms, policies, and laws can mark some citizens as “other.” In The Good Citizen: The Markers of Privilege in America, Myers argues that being marked as not having or achieving these markers is how citizenship is controlled and regulated. To illustrate this argument, each chapter begins with a practical question or myth to ease the reader into the marker being examined. She later articulates the ways in which law and norms and biopower regulates and controls citizens in three policy areas. Myers moves beyond theories of citizen marginalization based on identity politics and intersectionality to provide a new understanding of citizenship practice. Although there is extensive research on first-generation immigrants and refugees who traveled from Africa to Italy, there is little scholarship about the experiences of Black people who were born and raised in Italy. Camilla Hawthorne focuses on the ways Italians of African descent have become entangled with processes of redefining the legal, racial, cultural, and economic boundaries of Italy and by extension, of Europe itself. Contesting Race and Citizenship opens discussions of the so-called migrant "crisis" by focusing on a generation of Black people who, although born or raised in Italy, have been thrust into the same racist, xenophobic political climate as the immigrants and refugees who are arriving in Europe from the African continent. Hawthorne traces not only mobilizations for national citizenship but also the more capacious, transnational Black diasporic possibilities that emerge when activists confront the ethical and political limits of citizenship as a means for securing meaningful, lasting racial justice—possibilities that are based on shared critiques of the racial state and shared histories of racial capitalism and colonialism.

The volume brings together essays by theorists in anthropology, geography, international relations, and other fields who argue for open borders with writings by activists who are working to make safe passage a reality on the ground. It puts forward a clear, concise, and convincing case for a world without movement restrictions at borders. The essays in the first part of the volume make a theoretical case for free movement by analyzing philosophical, legal, and moral arguments for opening borders. Book excerpt: The research monograph Equal Citizenship and Its Limits in EU Law: We the Burden? is a critical study of the scope of EU citizenship as an 'equal status' of all Member State nationals. The book re-conceptualises the relationship between the status of EU citizenship and EU citizens' fundamental right to equal treatment by asking what indicates the presence of agency in EU law. A thorough analysis of the case-law is used to support the argument that the present view of active citizenship in EU law fails to explain how EU citizens should be treated in relation to one another and what counts as 'related' for the purposes of equal treatment in a transnational context. In addressing these questions, the book responds to the increasing need to find a more substantive theory of justice for the European Union. The book suggests that a more balanced view of agency in the case of EU citizens can be based on the inherent connection between citizens' agency and their subjectivity. This analysis provides an integrated philosophical account of transnational equality by showing that a new source of 'meaningful relationships' for the purposes of equal treatment arises from recognizing and treating EU citizens as full subjects of EU law and European integration. The book makes a significant contribution to the existing scholarship on EU law, first, by demonstrating that the undefined nature of EU citizenship is fundamentally a question about transnational justice and not just about individual rights and, secondly, by introducing a framework within which the current normative indeterminacy of EU citizenship can be overcome.

The majority of unauthorized immigrants in the U.S. have been here for more than five years, and are settling into American communities, working, forming families, and serving in the military, even though they may be detained and deported if they are discovered. An open question remains as to what to do about unauthorized immigrants who are already living in the United States. On one hand it is important that the government sends a message that future violations of immigration law will not be tolerated. On the other sits a deeper ethical dilemma that is the focus of this book: what do the state and citizens owe to unauthorized immigrants who have served their adopted country? Earned Citizenship argues that long-term unauthorized immigrant residents should be able to earn legalization and a pathway to citizenship through service in their adopted communities. Their service would act as restitution for immigration law violations. Military service in particular would merit naturalization in countries with a strong citizen-soldier tradition, including the United States. The book also considers the civic value of caregiving as a service to citizens and the country, contending that family immigration policies should be expanded to recognize the importance of caregiving duties for dependents. This argument is part of a broader project in political theory and public policy aimed at reconciling civic republicanism with a feminist ethic of care, and its emphasis on dependency work. As a whole, Earned Citizenship provides a non-humanitarian justification for legalizing unauthorized immigrants based on their contributions to citizens and institutions in their adopted nation.
