Book excerpt: This dissertation builds an analytical framework for understanding the key policy issues and tradeoffs for the Italian Army during its transition toward an All-Volunteer Force. The analysis specifically focuses on the management of the enlisted and noncommissioned officer force in order to (1) assist the army in identifying transition paths most likely to lead to a balanced force, taking costs into account, where the "balanced force" objective is related to how personnel are distributed by grade and years of service (YOS); and (2) provide guidance on force management processes such as recruitment, and identify areas for improvement. The author uses a simulation model of army personnel dynamics to identify alternative strategies designed to improve outcomes. Performance is tracked for multiple measures of effectiveness and costs; strategies were then ranked on the basis of their aggregate cost and effectiveness. The performance of a given alternative is ultimately judged on its robustness across a different set of assumptions of how much policymakers would value an outcome measure (or set of measures) over the rest.

Given the breadth of the debate and the size of transformations that took place, it is somewhat surprising that relatively few academic studies have directly dealt with changes in force structure of European militaries, and the Italian armed forces in particular. The focus of this book is the organizational dimension of the restructuring of armed forces through 3 different lenses: doctrine and strategic framework, budget and resource allocation, and force structure and deployment. The key issues addressed relate to how these factors interact in shaping transformation. Of particular interest is the theme of learning, which is how armed forces endogenize change in the short and long run. This study provides valuable insights into the extent to which armed forces manage to adapt to the emerging strategic and operational challenges they have to face and to illustrate the weight of institutional legacies, resource constraints and inter-organizational learning in shaping transformation. Book excerpt: Since the Cold War, U.S. policymakers have debated the nature and extent of the contributions of the United States and its European allies to security and stability in Europe. During the Cold War, this debate centered on whether Europeans were spending enough on military forces and capabilities. However, the breakup of the Soviet Union resulted in the emergence of a broader set of instabilities and threats, characterized by ethnic conflicts in the Balkans. In this environment, new questions have arisen about the extent of the military and nonmilitary contributions the United States and its European allies are making to security in the European region. In response to the mandate contained in the Lloyd D. Spence National Defense Authorization Act for Fiscal Year 2001,1 we identified and assessed (1) U.S. and European military and nonit%tary contributions to security and stability in the European region, (2) U.S. and European military and nonmilitary contributions to security and stability in the Balkans, and (3) the status of North Atlantic Treaty Organization (NATO) and European defense initiatives to improve military capabilities for conflict management. In addition, this report summarizes the results of a companion GAO report concerning the effects of forward-deployed U.S. forces in Europe on mobility requirements in the event of a regional conflict in Europe or the Middle East. 2 To meet these objectives, we analyzed a range of documents and interviewed numerous military and political officials from five European allies and the United States. We define European allies as European NATO and European Union countries,4 and Switzerland.

As a result, states have dramatically increased women’s numbers, and improved gender equality by removing a number of restrictions. Yet despite changes and initiatives on both domestic and international levels to integrate gender perspectives into the military, not all states have improved to the same extent. Some have successfully promoted gender integration in the ranks by erasing all forms of discrimination, but others continue to impede it by setting limitations on equal access to careers, combat, and ranks. Why do states abandon their policies of exclusion and promote gender integration in a way that women’s military participation becomes an integral part of military force? By examining twenty-four NATO member states, this book argues that civilian policymakers and military leadership no longer surrender to parochial gendered division of the roles, but rather support integration to meet the recruitment numbers due to military modernization, professionalization and technological advancements. Moreover, it proposes that increased pressure by the United Nations to integrate gender into security and NATO seeking standardization and consistency on the international level, and women’s movements on the domestic level, are contributing to greater gender integration in the military. Winner of the 2015 ERGOMAS "Best Book in Civil-Military Relations" Award.
