Book excerpt: History and International Relations collects works by the late Professor Martin Wight (1913-1972), an historian and scholar of international relations. Wight conducted research on many topics, including British colonial history, European studies, international institutions, and the history of states-systems, and is nonetheless best known for his lectures about the political philosophy of international relations at the London School of Economics (1949-1961) and the University of Sussex (1961-1972). He is widely regarded as an intellectual ancestor and pathbreaker of the “English School” of international relations, even though this term only gained currency nine years after his death. The “English School” is usually construed as signifying an approach to the study of international relations more rooted in historical and humanistic learning than in the social sciences. This volume encompasses works in four categories: (a) standards of excellence in scholarship about history and international relations; (b) European integration efforts since 1945; (c) British policy in the Middle East, notably in relation to the 1956 Suez crisis; and (d) European politics in the interwar period leading up to 1939. This last category features four chapters by Wight from the noteworthy Chatham House collection sponsored by the Royal Institute of International Affairs, The World in March 1939. These chapters on Germany and Eastern Europe stand out as exceptionally thorough and discerning, owing in part to their reliance on a wealth of primary and secondary sources. This collection also includes Wight's reviews of works by Geoffrey Barraclough, Marc Bloch, Herbert Butterfield, R. G. Collingwood, Denis Mack Smith, Sir Lewis Namier, A. J. P. Taylor, Arnold J. Toynbee, Veronica Wedgwood, and other historians.

This book places the bilateral Irish-German relationship in the context of the professionalization of the Irish Foreign Service and the Irish Free State's progressive carving out of an independent foreign policy. It assesses the key Irish personalities involved in Irish-German relations. These include the successive Irish representatives in Berlin, the eminent scholar Dr Daniel A. Binchy, Leo T. McCauley, and the contentious Charles Bewley. Eamon de Valera and Joseph Walshe (Secretary of the Department of Foreign Affairs) also played a crucial role. Irish responses to the Wall Street Crash, the rise of the Nazis, and Hitler's policies (domestic and foreign) are all analysed. Did Irish officials foresee the fall of Weimar and the rise of Nazism? How did they view the unfolding nature of the Nazi regime? The clashes between Bewley's apologetic justifications of Nazism after 1935 and de Valera's critical attitudes towards domestic Nazi policies are examined. The ineffective efforts to expand Irish-German trade during the Anglo-Irish Economic War shed light on Irish attempts at export market diversification in the emerging protectionist world economic environment. The analysis places Irish-German relations within the maturation of events in Europe in the 1930s, taking account of the League of Nations' failure, the popularity of Fascism, the Blueshirts, the fraught international atmosphere, and Hitler's revisionist foreign policy. De Valera's support of Chamberlain's 'appeasement' of Hitler before March 1939 is located in the framework of de Valera's attitudes towards collective security, neutrality and Hibernia Irredenta.

Was Mussolini in reality pro-British, even as late as June 1940; or was his international policy more sinister and based on conquering a Fascist empire in North Africa and the Middle East? Robert Mallett makes use of much new archival evidence in order to answer this riddle of interwar history. Mallett argues that Mussolini had harboured imperial designs in the Mediterranean and Red Sea from as early as 1919, but that not until 1933, with the rise of Hitler, was it possible for Fascist Italy to pursue a programme of territorial expansion. Previously unpublished material also casts new light on the Nazi-Fascist relationship, revealing it to be at times paranoid, acrimonious and duplicitous on both sides. Although the book focuses on Italian policy, it provides an important reassessment of the Ethiopian Crisis, the Spanish Civil War, the Austro-German Anschluss, Munich and the run up to the Second World War.
