Book excerpt: The reform of the Italian public administration has been a priority for at least two decades, with several major initiatives undertaken toward modernization and simplification. Notwithstanding laudable intentions, however, progress remains limited. This analysis is a case study of two reforms since 2016—on the rationalization of state-owned enterprises and of public procurement. It finds that original reform provisions were weakened or overturned, regulatory complexity and uncertainties in the application of the reforms blunted their impact, and enforcement mechanisms were inadequate. Addressing these gaps will be essential for successfully modernizing Italy’s public administration.

Book excerpt: This book provides the non-Italian scholar with an extensive picture of the development of Italian economics, from the Sixteenth century to the present. The thread of the narrative is the dialectics between economic theory and political action, where the former attempts to enlighten the latter, but at the same time receives from politics the main stimulus to enlarge its field of reflection. This is particularly clear during the Enlightenment. Inside, this book insists on stressing that Galiani, Verri, and Beccaria were economists quite sensitive to practical issues, but who also were willing to attain generally valid conclusions. In this sense, "pure economics" was never performed in Italy. Even Pareto used economics (and sociology) in order to interpret and possibly steer the course of political action. Within this book it illustrates the Restoration period (1815-48). There was a slowdown of the economists' engagement, due to an adverse political situation, that prompted the economists to prefer less dangerous subjects, such as the relationship between economics, morals, and law (the main interpreter of this attitude was Romagnosi). After 1848, however, in parallel with the Risorgimento cultural climate, a new vision of the economists' task was eventually manifested. Between economics and political Liberalism a sort of alliance was established, whose prophet was F. Ferrara. While the Historical school of economics of German origin played a minor role, Pure Economics (1890-1940 approx.) had a considerable success, as regards both economic equilibrium and the theory of public finance. Consequently, the introduction of Keynes's ideas was rather troubled. Instead, Hayek had an immediate success. This book concludes with a chapter devoted to the intense relationships between economic theories, economic programmes and political action after 1945. Here, the Sraffa debate played an important role in stimulating Italian economists to a reflection on the patterns of Italian economy and the possibilities of transforming Italy's economic and social structure.

Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. It accompanies two other Observatory publications Organization and financing of public health services in Europe and The role of public health organizations in addressing public health problems in Europe: the case of obesity alcohol and antimicrobial resistance (both forthcoming).

It focuses on the application of the Italian fiscal rule at the sub-national level over the period 2004-2006 and shows that: 1) municipalities are subject to political budget cycles in capital spending; 2) the Italian subnational fiscal rule introduced in 1999 has been enforced by the central government; 3) municipalities subject to the fiscal rule show more limited political budget cycles than municipalities not subject to the rule. In order to identify the effect, we rely on the fact that the domestic fiscal rule does not apply to municipalities below 5,000 inhabitants. We find that the political budget cycle increases real capital spending by about 35 percent on average in the years prior to municipal elections and that the sub-national fiscal rule reduces these figures by about two thirds.

Book excerpt: Published in late 2017, the Italian medium-term fiscal plan aims to achieve structural balance by 2020, although concrete, high-quality measures to meet the target are yet to be specified. This paper seeks to contribute to the discussion by (i) assessing spending patterns to identify areas for savings; (ii) evaluating the pension system; (iii) analyzing the scope for revenue rebalancing; and (iv) putting forward a package of spending cuts and tax rebalancing that is growth friendly and inclusive, could have limited near-term output costs, and would achieve a notable reduction in public debt over the medium term. Such a package could help the authorities balance the need to bring down public debt and, thus, reduce vulnerabilities while supporting the economic recovery.

Vito Tanzi has been continually engaged in this field for almost six decades, as a professor of public finance, a practitioner of it in many countries, and as a researcher, and has witnessed first-hand the growing gap between theoretical work and the real life practice of public finance. Public finance has come to be increasingly influenced by the pursuit of multiple government goals and by the growing complexity that now characterizes fiscal policy and government programs in many countries. Notably, the goal of simplicity has played only a small role in the practice of public finance and in academic work. Complexity puts a dense fog around many policies, making it difficult to predict and assess the results. This book aims to highlight to both economists and policymakers the need for simplicity in policies. It also aims to inform students of public finance and public policy about this growing problem and the need to pay more attention to it.

Book excerpt: The Journal of Public Finance and Public Choice began publication in 1983 under the title Economia delle scelte pubbliche, changing to its present title in 1998. Under either name, the Journal reflected the founding editor's (Domenico da Empoli) desire to amplify and extend the Italian orientation toward public finance that Antonio de Viti de Marco (1888) set in motion. It's fitting that James Buchanan's (1983) “The Public Choice Perspective” opened the Journal, for Buchanan (1960) was instrumental in promoting awareness among Anglo-Saxon scholars of the Italian tradition that da Empoli sought to carry forward in establishing the JPFPC. With da Empoli's death in December 2016, the Journal is now proceeding with a new editorial team (Emma Galli and Giampaolo Garzarelli) and a new publisher (Bristol University Press). The Journal's orientation, however, remains unchanged, in that it continues to welcome contributions within public finance and public choice within the broad tradition outlined here. In this essay, I mark this change in editorial regime by reviewing how Buchanan's orientation toward public finance continues and extends the tradition that de Viti (1888) began.

The performance of the Italian economy in 1996 was characterized by a marked decline in inflation and a strengthening of the external position, accompanied however by lackluster growth. The slowdown in economic activity was more pronounced than in most European countries. Unemployment increased, albeit marginally, for the third consecutive year. The paper shows that during Italy’s economic cycle in 1992–96, key macroeconomic variables did not exhibit their typical cyclical pattern. The paper also briefly reviews developments in the public finances.
