Book excerpt: Euroscepticism has emerged as a growing constraint on European integration, starting with the Maastricht Treaty in the early 1990s, continuing with the mid-2000s constitutional debacle and intensifying with the eurozone crisis – a crisis in which Southern Europe has played a key role. But is opposition to European integration really greater now than in the past? The only way to answer this question is through diachronic studies, focusing on change over time. This is the gap in the literature which the present volume aims to fill, through an examination of the origins, evolution and prospects of opposition to integration, focusing on a region traditionally regarded as exceptionally europhile. As a laboratory for the study of attitudes towards European integration, Southern Europe offers a particularly rich range of case studies, including a founder member (Italy), three ‘second generation’ states (Greece, Spain and Portugal), two recent entrants (Cyprus and Malta) and a negotiating candidate (Turkey). The volume traces the evolution of euroscepticism in each South European country, assessing its significance, identifying key turning-points and highlighting both continuity and change. Covering party and popular euroscepticism, the book illuminates similarities and differences between national experiences of euroscepticism. Europe as Ideological Resource argues that European integration functioned as an ideological resource for far right parties looking for legitimation because it enabled them to refashion their political message in a more acceptable form, while maintaining the allegiance of their existing supporters. Drawing on the qualitative analysis of over 400 documents produced by the Movimento Sociale Italiano/Alleanza Nazionale in Italy (1978-2009) and the Rassemblement National in France (1978-2019), Lorimer identifies the core concepts and discourses the parties used to talk about Europe, and the legitimation mechanisms associated with them. The book's narrative is developed through the analysis of four key concepts: the concept of identity, which enabled the parties to transnationalise their message and create a positive association between themselves and Europe; the concept of liberty, which made it possible for them to foster an image of actors holding uncontroversial positions; the concept of threat, which helped them promote the idea that 'desperate times call for desperate measures; and the concept of national interest, which helped them stress commitment to core principles in their ideology. Ever since its re-emergence on the European political scene, scholars have sought to explain the mainstreaming of the far right. By understanding how the process of European integration facilitated its transition from the margins to the mainstream, this book adds one piece to the puzzle of far right legitimation.

Various of today’s thinkers have predicted the decline or even the end of national ideologies. In the area of language, postmodernism would make the linguistic affiliation of the community individuals irrelevant, de-ideologise language use, and extend plurilingualism and language alternation in association with a new distribution of (physical or functional) spaces of linguistic practice. But is this true everywhere? Are languages now nowhere the core of collective identity? Or are we witnessing a distinction between languages that, because of their magnitude, status, strategic position, etc., can continue to exercise the function of national languages and languages that have to renounce this function? Has national linguistic ideology really ceased to make sense? What other strategies should the historic language of a given geographic area employ if it wants to continue forming part of the life of the community that is set up there? What kinds of languages are desired by politicians, intellectuals and philologists? This book aims to bring some thoughts about these questions.

Through eight chapters, it draws on a transnational approach to analyze migratory movements across European borders. In addition to presenting the point of view of nation-states, it reflects the experience of those migrating. The book addresses departure into exile, captured through the material circumstances of crossing borders in the 19th century, and examines the emergence of new ways to pursue political commitments from abroad. The outcasts are considered in all their diversity, with a prominent place accorded to women and children, many of whom also moved under duress. The book aims to shed light on the forced migrations of Europeans across Europe, while also considering the global dimension, looking at exile to the Americas or the French colonies. A final chapter examines the impossibility or difficulty of returning from exile to one’s country of origin, as well as the a posteriori memorial constructs around that crucial experience.
