Drawing from multi-archival research from both US and Romanian sources, this is the first comprehensive analysis of differentiation and shows that Washington’s Eastern European policy in the 1970s was more nuanced than the common East vs. West narrative suggests. By examining systemic Cold War factors such as the rise of détente between the two superpowers and the role of agency, the study deals with the dynamics that shaped the evolution of American-Romanian relations after Bucharest’s opening towards the West, and the subsequent embrace of this initiative by Washington as an instrument to undermine the unity of the Soviet bloc. Furthermore, it revises interpretations about Carter’s celebrated human rights policy based on the Romanian case, pointing towards a remarkable continuity between the three administrations under examination (Nixon, Ford and Carter). By doing so, this study contributes to the field by highlighting a largely neglected aspect of US foreign policy and uncovers the subtleties of Washington’s relations with one of the most vigorous actors of the Eastern European bloc. The book explores the manner in which the socialist state reconfigured the city through concrete acts of demolition and construction, as well as indirectly through legal frameworks aimed at the regulation of women’s reproductive agency, in an attempt to materialize its idea of modernity. It follows the effects of this state agenda with a focus on the period between 1965 and 1989 through an investigation of the transformations, representations, meanings, and uses of domestic spaces. The book draws on Walter Benjamin’s concept of phantasmagoria, which provides a critical framework through which it articulates the dynamic relationship between ideology, architecture, and everyday practices, and reassesses their impact upon individual subjectivity and agency. The woman emerges as a central subject of the book, upon whom the phantasmagoric effects of the socialist state’s modernizing agenda have an acute impact at the level of lived domesticity and everyday life. Through a focus on the lived experiences of women, the book illuminates the prismatic effect of the state’s infrastructural and legal intentions, including the ways in which these were subverted through women’s lived bodily experiences of the home. The book establishes, both theoretically and through the concrete case of the city of Bucharest, the methodological significance of Benjamin’s notion of phantasmagoria as an epistemological approach to a modern communist cityscape. Book excerpt: There are two popular myths concerning the relationship between communism and nationalism. The first is that nationalism and communism are wholly antagonistic and mutually exclusive. The second is the assertion that in communist Eastern Europe nationalism was oppressed before 1989, to emerge triumphant after the Berlin Wall came down. Reality was different. Certainly from 1945 onwards, communist parties presented themselves as heirs to national traditions and guardians of national interests. The communist states of Central and Eastern Europe constructed "socialist patriotism," a form of loyalty to their own state of workers and peasants. Up to 1989, communists in Eastern Europe sang the national anthem, and waved the national flag next to the red banner. The use of national images was not the exception, but the rule. From Cuba to Korea, all communist parties attempted to gain national legitimacy. This was not incidental or a deviation from Marxist orthodoxy, but ingrained in the theory and practice of the communist movement since its inception. The study of communist national legitimacy is an exciting new field. This book presents examples of communist attempts to co-opt nationalism from both sides of the iron curtain and lays bare the striking similarities between such diverse cases as the socialist patriotism of the Bulgarian Communist Party and the national line of the Portuguese communists, between Romanian communist nation building and the national ideology of the Spanish Communist Party.
