Book excerpt: Investment in education is generally recognized as essential for a country's long term economic and social development. However, present macroeconomic conditions have limited allocation of public resources for education. Policymakers are seeking alternative sources of finance, one of which is the tapping of private household resources via user charges. This paper addresses two main issues involved in mobilizing resources by this method: (i) the ability and willingness of families to pay; and (ii) the possible expansion of enrollment that might be accomplished, given public budget constraints. The data on Malawi suggest the following: (i) a moderate fee increase is unlikely to precipitate a large dropout rate among students; (ii) excess demand will more than compensate for those students who do drop out due to the fee increase; and (iii) since fee increases will have a stronger impact on lower income families, they should be linked with equity measures such as scholarships.

The models are unique in that they integrate agricultural production with a surface water distribution system and a groundwater aquifer system for a large river basin. Each of the models incorporates a special case of two-level hierarchical decision-making with the policy maker (the government) and policy receivers (farmers) in the analysis of agricultural production response. The models are mostly configured in a long run comparative statistical mode and include endogenous private investment in tubewells and tractors. These tools were designed for evaluation of investment projects and programs and assessment of irrigation system management, but have been adapted for other purposes as well.

The world’s seventh-most populous country faces serious challenges that will require improvements in both the "hardware" and "software" of agricultural water management. Water shortages are growing rapidly as a result of growing demand across all water-using sectors. Rapid population growth, from 175 million people in 2010 to an estimated 236 million by 2030 and 280 million by 2050, and international food-price spikes create pressure to increase agricultural production of staples; but demand for cash crops is also growing rapidly, including for cotton, fruit trees and tobacco, to raise rural incomes and generate rural employment to absorb the relatively young, rapidly growing rural population. Water management is also increasingly affected by climate change – including an increased number of flood and drought events – and growing energy shortages, which affect how water is being sourced and used. Last but not least, Pakistan’s political situation is fragile, which has reduced incentives to invest in enhanced agricultural water (and other) technologies. How Pakistan addresses these challenges will be decisive for its population’s future water and food security, for economic growth, and for environmental sustainability. It will also affect water and food outcomes globally, due to the interconnectedness of global food trade. This book was published as a special issue of Water International.

While a solid foundation has been established for many specific water management problems, combining those methods and principles in a unified framework remains an ongoing challenge. This Handbook aims to expand the scope of efficient water use to include allocation of sources and quantities across uses and time, as well as integrating demand-management with supply-side substitutes. Socially efficient water use does not generally coincide with private decisions in the real world, however. Examples of mechanisms designed to incentivize efficient behavior are drawn from agricultural water use, municipal water regulation, and externalities linked to water resources. Water management is further complicated when information is costly and/or imperfect. Standard optimization frameworks are extended to allow for coordination costs, games and cooperation, and risk allocation. When operating efficiently, water markets are often viewed as a desirable means of allocation because a market price incentivizes users to move resources from low to high value activities. However, early attempts at water trading have run into many obstacles. Case studies from the United States, Australia, Europe, and Canada highlight the successes and remaining challenges of establishing efficient water markets.

Some of these advances are of particular interest to the field of water economics. Therefore, we think that a book that focusing on methodological advances within the field of water resource economics and showing how these advances can be applied in economic analysis of water issues makes a nice complement to the existing literature in this field. We identified five areas where we consider the methodological advances to be of particular importance: 1) asymmetric information and game theory, 2) un certainty, 3) space, 4) water quality and 5) production and technology adoption. The selected papers for the book fall entirely within these categories.
