Book Perspectives on Science Policy in South Africa

Download or read book Perspectives on Science Policy in South Africa written by H. C. Marais and published by . This book was released on 2000 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the years, there have been several publications on science and technology in South Africa. Most, if not all of them, have focused on the science and technology landscape up to the mid-eighties. The changes in the science and technology system since the democratisation of this country have thus far not been reflected on in a systemstic way. This book presents a perspective on this changing landscape by offering an encompassing conceptual framework that should remain valid even if the policy were to evolve further. This perspective is further profiled by bringing into focus the main developments that have shaped science policy in South Africa since the turn of the 20th century. The last four chapters of this book sketch this process and its outcomes to date - unstable as the picture may still be. This dynamic situation, however, does allow one to experience something of the vibrant atmosphere that characterised the transformation of the country during the 1990s. This overview of the development of science and technology is presented within the context of a multi-faceted conceptual framework (chapters 1, 2, 3 and 4). The intention of this book is to offer an overview and evaluation of the policy and system and a prognosis of future developments in the context of broader historical, theoretical and international trends.

Book Science Communication in South Africa

Download or read book Science Communication in South Africa written by Peter Weingart and published by African Books Collective. This book was released on 2020-01-07 with total page 238 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why do we need to communicate science? Is science, with its highly specialised language and its arcane methods, too distant to be understood by the public? Is it really possible for citizens to participate meaningfully in scientific research projects and debate? Should scientists be mandated to engage with the public to facilitate better understanding of science? How can they best communicate their special knowledge to be intelligible? These and a plethora of related questions are being raised by researchers and politicians alike as they have become convinced that science and society need to draw nearer to one another. Once the persuasion took hold that science should open up to the public and these questions were raised, it became clear that coming up with satisfactory answers would be a complex challenge. The inaccessibility of scientific language and methods, due to ever increasing specialisation, is at the base of its very success. Thus, translating specialised knowledge to become understandable, interesting and relevant to various publics creates particular perils. This is exacerbated by the ongoing disruption of the public discourse through the digitisation of communication platforms. For example, the availability of medical knowledge on the internet and the immense opportunities to inform oneself about health risks via social media are undermined by the manipulable nature of this technology that does not allow its users to distinguish between credible content and misinformation. In countries around the world, scientists, policy-makers and the public have high hopes for science communication: that it may elevate its populations educationally, that it may raise the level of sound decision-making for people in their daily lives, and that it may contribute to innovation and economic well-being. This collection of current reflections gives an insight into the issues that have to be addressed by research to reach these noble goals, for South Africa and by South Africans in particular.

Book Science and Technology in a Developing World

Download or read book Science and Technology in a Developing World written by T. Shinn and published by Springer Science & Business Media. This book was released on 2013-04-17 with total page 557 pages. Available in PDF, EPUB and Kindle. Book excerpt: block possible Soviet expansion by mobilizing European "democracies", the policy soon extended to some developing countries in Asia and Latin America. In response, the USSR gradually initiated development programs for newly independent nations in Asia and Africa. In this context, super power rivalry operated in the South to (i) expand spheres of influence and control; (ii) guard Southern nations from the influence and incursions launched by the opposed camp; (iii) stimulate indigenous development. With few exceptions, Southern nations provided little input to the definition and execution of North-South dynamics during this period. In the case of Africa and to some extent Asia, the acquisition of independence was so recent and often sudden that there was little time to reflect on the kind of policies and measures needed to build bal anced relations with the former mother country. In Latin America, the Monroe Doctrine had long insured that the region was a virtual captive of the US. Aid for development was contingent on conformity to US political and economic interests. The cognitive component of South-North dealings strongly reflected the two above mentioned dispositions. The relative lack of political experience in the South. and the dearth of an organized and sizable intellectual/academic community, meant that there were few cognitive and human resources for undertaking careful study and analysis of the conditions and needs of develop ment from a Southern perspective (influential exceptions existed though, such as Raul Prebisch in Latin America or Ghandi in India).

In a first part the general issues of introducing effective STI policies are presented. In a second part country case studies highlight the new approach. Cases such as Sudan and Nigeria are analysed, as these two countries have a long history of STI development; because of different history, size and structure they need to move in different directions towards a coherent STI policy for inclusive growth.

Available in PDF, EPUB and Kindle. Book excerpt: "This is a public lecture to commemorate the 16th Anniversary of the "Scientific Revival Day for Africa", organized by the African Technology Policy Studies (ATPS) Network. A recapitulation of the evolution of Nigeria's Science and Technology (S & T) Policy is presented, in order to highlight certain hot issues arising from where we are coming, where we are, and where we should be going. These hot issues are linked with the priorities arising from the August/September 2002 World Summit on Sustainable Development (WSSD) at Johannesburg, South Africa vis-à-vis Nigeria's expected leadership role in the implementation of the New Partnership for Africa's Development (NEPAD). Beyond precepts, a specific example is given of a strategic partnership initiative whose time has come, namely, a new (submerged arc) technology (for sewage recycling) and an eliminator technology (for conversion of the sewage waste into a novel non-polluting fuel called Santilli magnegas) which could make considerable impact on a myriad of African problems in the areas of ecology, environment, health, portable [i.e. potable] water and energy."--Page v.
