Book excerpt: January 1997 Exploring poverty trends across regions and socioeconomic groups raises questions about the pattern of change and the reliability of the data and the methods used to derive poverty estimates. Secondary data cast some doubt on certain survey findings, suggesting that they may be more an artifact of survey data than a reflection of real economic trends. Cote d'Ivoire is one of the few African countries in Sub-Saharan Africa that conducted household surveys between 1985 and 1995. These surveys make it possible to trace changes in urban and rural poverty and changes in poverty among different socioeconomic groups. During the decade surveyed, the country experienced a major recession. Economic recovery began only with the devaluation of the CFA franc in January 1994. Poverty increased substantially during the recession and did not diminish in the year after devaluation, in part because much of the increase in export crop prices, especially for cocoa, was taxed away. Moreover, the effects of the recession and devaluation were not uniform. Between 1988 and 1993, urban poverty increased faster than rural poverty did, though mean expenditures in urban areas remained substantially above mean expenditures in rural areas. And food crop farmers apparently suffered more than export crop farmers. These trends persisted after devaluation. But exploring poverty trends across regions and socioeconomic groups raises questions about the patterns of change and the reliability of the data and the methods used to derive poverty estimates. Secondary data cast some doubt on certain survey findings, suggesting that they may be more an artifact of the survey data than a reflection of real economic trends. These problems are not unique to Cote d'Ivoire. Results from surveys in Uganda and to a lesser extent Ghana have also raised issues of comparability. The ability to draw reliable conclusions from time-series data is crucial for our understanding of how policy reform affects poverty. Far more attention must be paid to comparison issues in designing surveys and analyzing data. Attention must also be paid to developing better regional and temporal price indices, if reliable time series data are to be generated for Sub-Saharan Africa. This paper - a product of the Macroeconomics and Growth Division, Policy Research Department - is part of a larger effort in the department to understand the link between economic policy change and poverty.

The paper reveals that poverty is more acute in rural areas than in urban areas of Côte d’Ivoire. The increase of poverty is greater in the city of Abidjan, with about a 50 percent increase, compared with other towns where the rate of increase is slightly below 20 percent. As at the national level, poverty increased considerably at the level of development poles (regions) and differed from one pole to the other.

Problems of comparability are highlighted, as are issues in generating poverty data, in order to be compared reliably. Serious problems that arouse from four main sources were: estimates of input housing expenditure, the effects of seasonality on household expenditure patterns, the method used to estimate purchased food expenditure, and, the deficiencies of the consumer price index.

Two decades of unprecedented economic growth in Africa should have brought substantial improvements in well-being. Whether or not they did, remains unclear given the poor quality of the data, the nature of the growth process (especially the role of natural resources), conflicts that affect part of the region, and high population growth. Poverty in a Rising Africa documents the data challenges and systematically reviews the evidence on poverty from monetary and nonmonetary perspectives, as well as a focus on dimensions of inequality. Chapter 1 maps out the availability and quality of the data needed to track monetary poverty, reflects on the governance and political processes that underpin the current situation with respect to data production, and describes some approaches to addressing the data gaps. Chapter 2 evaluates the robustness of the estimates of poverty in Africa. It concludes that poverty reduction in Africa may be slightly greater than traditional estimates suggest, although even the most optimistic estimates of poverty reduction imply that more people lived in poverty in 2012 than in 1990. A broad-stroke profile of poverty and trends in poverty in the region is presented. Chapter 3 broadens the view of poverty by considering nonmonetary dimensions of well-being, such as education, health, and freedom, using Sen's (1985) capabilities and functioning approach. While progress has been made in a number of these areas, levels remain stubbornly low. Chapter 4 reviews the evidence on inequality in Africa. It looks not only at patterns of monetary inequality in Africa but also other dimensions, including inequality of opportunity, intergenerational mobility in occupation and education, and extreme wealth in Africa.

In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor.
