A decolonial approach to Palestinian political economy foregrounds struggles against neoliberal and settler colonial policies and institutions, and aids in the de-fragmentation of Palestinian life, land, and political economy that the Oslo Accords perpetuated, but whose histories of de-development over all of Palestine can be traced back for over a century. The chapters in this book offer an in-depth contextualization of the Palestinian political economy, analyze the political economy of integration, fragmentation, and inequality, and explore and problematize multiple sectors and themes of political economy in the absence of sovereignty.

The study will examine the hypothesis that economic development is not possible due to major obstacles facing the Palestinian economy. Some of these obstacles are exogenous: (The Israeli Obstacles, Dangers of decreasing the International Aids and Risk of continuous American Policy). The others are endogenous: (the absence of a comprehensive development visions and strategy. To the extant that many Palestinians perceive the PNA as corrupt and inefficient, Bureaucracy; stumble and nepotism, Labor Force and Problems of Investment and Creating Business). While the fundamental constrain to development of Palestinian economy related to the fact that Palestinian people do not have a real state; The Palestinian Territory is treated as a politically independent, as though it is the Palestinian aspirations, but the fact on the ground is different. The Palestinian territory has effectively remained since 1967, and even since the signing of the Oslo agreement in 1993, under the economic and political control of Israel. Not surprisingly, the Palestinian economy therefore depending on the Israel's criteria that can regulate in the light of its own sovereign interests. Assuming the removal of these obstacles, what will happen to the process of economic development? Various scenarios will be examined, under the assumption that some of these obstacles will be removed. What is the possible impact of removing some of these obstacles? The study will focus on major issues such as recent economic performance, the prospect of cooperation in the region.

The conflict with the Palestinians, which has been dragging on for decades, in the new millennium has intensified and became more and more violent. Besides the obvious humanitarian and political consequences, this conflict also has many economic implications - all but positive, both for Israel and the Palestinians. Both parties are paying a high economic price for the continuation of this conflict - with falling GDP's, loss of jobs, sanctions on one another and most importantly - the huge unfulfilled potential that lies in economic cooperation between the two. Israel is also facing an internal economic and social problem - the Ultra-orthodox Jews population group. Due to their unique lifestyle of abiding vigorously to religion, they almost do not participate in the Israeli labour market, rely heavily on government help and also do dot join the army like all other Israeli Jews. This group contributes to the poverty rate in an unproportional manner, being much poorer than other Israelis. Due to very high fertility rate, the Ultra-orthodox, who used to be just a small minority, are on the way to become almost a quarter of the population in two decades. This situation demands some urgent changes.

Book excerpt: The West Bank and Gaza Strip, occupied by Israel since 1967, have stagnated in the number employed (some 17,000) in domestic industry for 20 years and in the percentage contribution (8.5 per cent) to the gross domestic product. Their 4,000 establishments are mostly workshops employing on average just over four workers. Food and textiles are the dominant industries and there is much sub-contracting for Israeli firms. Some 90 per cent of industrial imports come from or through Israel and some 70 per cent of their industrial exports go to Israel, with the remainder going to or through Jordan. There are many barriers to the development of industry in the occupied territories but they overwhelmingly have their origin in the occupation itself and to a lesser degree result from difficulties made by Jordan. The Military Government runs the territories to ensure not only military security but also Israel's "economic security." Three alternative economic scenarios are projected to 1997 based on three possible futures facing the territories: (a) a conservative scenario based on continuing the occupation in its present form (status quo); (b) a reformist scenario in which both Israel and Jordan liberalize their policies within the framework of continued occupation; and (c) a radical scenario in which Israel leaves the territories in return for peace, and a separate Palestinian entity is established. In terms of industrial development the conservative scenario would yield minimal results, the reformist scenario some minor improvements in the "quality of life," and the radical scenario would result in rapid industrial development and settlement of returning refugees.
