Book excerpt: 'PLACES OF BITTERNESS' was the phrase used by one researcher describing the 'government settlements' where the Israeli government plans to relocate its beduin population. Nearly half of the 90,000 beduin in the Negev already live in these settlements. They have no industry and provide almost no employment. Their infrastructure is inferior to those of Jewish Israeli settlements and all but one do not have councils elected by residents, but government appointed ones dominated by officials from the Jewish Israeli community. Many beduin do not live in the government settlements but in so-called 'unauthorized villages' or spread out in isolated groups of dwellings over their traditional lands. Because all these houses are illegal, demolitions regularly take place, thus pressuring the beduin to move to government settlements. Beduin Arabs, formerly nomadic tribes, are a minority within a minority - about 15% of Israel's Arab population. The Negev beduin have over the past forty years suffered from forced exodus and and expulsions, removal from their lands into a closed area, military government and resettlement. Most face continued exclusion from their traditional lands and harassment by the security forces of the "Green Patrol". The Beduin of the Negev, MRG Report No 81, outlines the history of the Negev beduin from Ottoman times to the present Israeli government. Written by Penny Maddrell with additional research by Yunis al-Grinawi, it provides a detailed account of this little known group and demonstrates why, despite efforts to separate them from the other Arabs of Israel, they are an intrinsic part of the Palestinian community there. If for the present the answers seem to be self-evident they were by no means that for the half century that preceded the emergence of independent India in 1947. The imperial overlay on the South Asian sub-continent gave it a dimension of unity that made it one from the Khyber Pass to the Salween River, and by the mid-decade of the twentieth century, the vocabulary and perceptions of the independence movement had created a concept of Indian national identity feeling itself to be coterminous with the limits of British rule. But for many this new nationalism belied the realities, as seen by Straqhey at the turn of the century in the now-familiar passage: ‘There is not, and never was, an India, or even any country of India, possessing- according to European ideas – any sort of unity, physical, political, social or religious: no “Indian nation”, no “people of India” .’ These others challenged the assumptions of nationality and nationhood that the Congress Party came to take for granted, and, as the prospect of the departure of the British became real and then near, so the question of who should be left an Indian, subject to the rule of a government reflecting the native majority, became sharper. Under the leadership of Jinnah the mass of the Muslims of the sub-continent opted out of India, electing for a new nationality, that of Pakistan. Smaller groups raised the same claim as the Muslims, seeking to reject the accident of history that would make them subjects still of a government in Delhi after the British left: some Sikhs called for an independent Sikhistan; in the south, the Justice Party had long been urging the establishment of a separate Dravidian state when the British quit; the idea of a sovereign and united Bengal had been mooted in Calcutta. None of those ideas germinated then, and the India that came into existence upon the departure of the British was shaped by only one partition which created Pakistan. But one even smaller group whose political leadership had not only claimed the right to independence from India on the departure of the British but had also attempted to make its own unilateral declaration of independence, has even now not been reconciled to inclusion in India; and in consequence the Indian Army is, as it has been on and off for not far short of twenty years, engaged in another draconian attempt to crush the resistance of the people concerned, the Nagas. The concept “Indian” itself is, of course, a European invention which served the colonizers well for reducing the varied and numerous cultures and societies which existed in the 16th century, to an undifferentiated mass of subordinate and exploitable “natives”. To put it succinctly, this has traditionally been a relationship of oppression and exploitation of the Indians by the European settlers and their descendants, the principal mechanisms of which has been the agrarian structure. By depriving the Indian communities of their own land base and, therefore, of their economic self-sufficiency, the colonial and national governments and, more particularly, the ruling landowning classes created for themselves an almost inexhaustible cheap and subordinate labour supply. Rebellious groups were pushed into the marginal fringes of jungles and inaccessible mountains or simply repressed through military might. This basic system of economic exploitation (which has a number of regional and local variants) has been upheld over the centuries by a supporting structure of political power, social constraints and ideological justification, which has placed the Indians at the bottom of the social hierarchy and outside the mainstream of what has come to be known as national culture. Economically subordinate, politically powerless and culturally isolated from the national decision-making centres, the native population of Latin America has become a marginalized underclass of rural proletarians, exiles in their own countries, discriminated against by the dominant Spanish-speaking population, even in such countries as Guatemala, Bolivia, Peru and Ecuador where they represent at least half of the total population. Although there is still time to work out a solution, there seems a frightening atmosphere of inevitability about the festering situation in which they are poised, together with a danger that the Biharis' own pessimism may prove to be a self-fulfilling prophecy. If a disaster occurs, the world cannot claim it has not received advance warning. Remedial action, however, is yet possible; and the total number involved is far smaller than that of the refugees from Bengal during the war. Pakistan, India and Bangladesh all share the responsibility to find a constructive outcome, though international assistance can help to bring this about. Mahatma Gandhi, who did all he could to stop the earlier communal slaughter in Bihar at the time of Partition, declared that civilisation is to be judged by its treatment of minorities. The tragedy of the Biharis is that no country is anxious to have the remaining ones who have not yet been settled. Their dilemma is compounded by their lack of any political leverage or allies. Their only hope is by appealing to humanitarian concern. Twice over an attacked minority which supported the losing side, the Biharis' own morale is now so low that they themselves are making little effort to solve their problems. Some of them have greeted outside visitors with the request "Give us poison". Nevertheless, many Biharis have middle-class skills which, once they come to terms with their changed situation and the present bitterness fades, could enable them to play useful parts in society. Indeed, in this respect - as also in their knowledge of how to seek international sympathy - they are better placed than many other min0rities in the world.
