Rethinking Islam and Liberal Democracy examines the experiences of these women, who represented an unprecedented phenomenon within Turkish politics. Using in-depth interviews, Yeşim Arat reveals how the women of the party broadened the parameters of democratic participation and challenged preconceived notions of what Islam can entail in a secular democratic polity. The women of the party successfully mobilized large groups of allegedly apolitical women by crossing the boundaries between the social and the political, reaching them through personal networks cultivated in private spaces. The experiences of these women show the contentious relationship between liberal democracy and Islam, where liberalism that prioritizes the individual can transform, coexist, or remain in tension with Islam that prioritizes a communal identity legitimized by a sacred God.

However, having a ruling party with Islamic roots--the Justice and Development Party (AKP)--within a framework of strict secularism has generated controversy over the boundaries between secularity and religion in the public sphere, leading to parliamentary elections, along with a new mandate for the party, in July 2007. This monograph describes the politico-religious landscape in Turkey and the relationship between the state and religion, and it evaluates how the balance between secular and religious forces--and between the Kemalist elites and new emerging social groups--has changed over the past decade. The relationship between politics and religion in Turkey, originating from the early years of the Republicanism, has been central to many – if not all – of these issues. This book looks at how centralized religion has turned into a means of controlling and organizing the Turkish polity under the AKP (Justice and Development Party) governments by presenting the results from a study on Turkish hutbes (mosque sermons), analysing how their content relates to gender roles and identities. The book argues that the political domination of a secular state as an agency over religion has not suppressed, but transformed, religion into a political tool for the same agency to organise the polity and the society along its own ideological tenets. It looks at how this domination organises gender roles and identities to engender human capital to serve for a neoliberal economic developmentalism. The book then discusses the limits of this domination, reflecting on how its subjects position themselves between the politico-religious authority and their secular lives. Written in an accessible format, this book provides a fresh perspective on the relationship between religion and politics in the Middle East. More broadly, it also sheds light on global moral politics and illiberalism and why it relates to gender, religion and economics.

The key momentum for shaping the nature and trajectories of the ruling party of Turkey since 2002, the JDP, has been the ‘identity’ question. The JDP’s commitment to transform Turkey’s politics was part of its engagement to remake its own identity. The JDP’s adoption of a conservative-democrat identity has rested on a new understanding of Westernization, secularism, democracy and the role and relevance of Islam in politics. The book’s central problematic is to explain both the politics of change the JDP initiated and sustained in the first three years in office and the politics of retreat it has made from its reformist discourse since 2005. The book analyzes not just the catalysts for its reformist discourse of the first 3 years but tries to explain its reversal to an inward-looking conservative nationalist course. By approaching this topical debate from the conceptual stance rather than a party-centered approach, Ümit Cizre identifies that the change the JDP has initiated within Turkey’s political Islam and in Turkish politics is the product of an interactive process between many levels, actors, forces and historical periods.
