Just as terrorism and counter-terrorism are locked in a mutually re-enforcing symbiosis, the sense of insecurity felt by Muslims and non-Muslims alike is mutually dependent and has the potential to escalate. This general assessment holds true for Muslims living in the Muslim world and beyond. The depth and intensity of animosity expressed by Bin Laden and his al-Qaeda followers led some to ask, “Why do they hate us?” The temptation for some American government officials and political commentators was to condemn and dismiss, to explain away anti-Americanism as irrationality, ingratitude, jealousy of US success or hatred for the American way of life. This approach fails to get at real issues. As governments respond to the threat of global terrorism, must be balanced by evidence that establishes a direct connection of guilt and by strikes that are focused rather than wide-ranging and indiscriminate. A disproportionate response runs the risk of a backlash in the Middle East and the broader Muslim world – as well as among American and European Muslim citizens – that erodes the goodwill of many and reinforces an image of a superpower again placing itself above international law. The war against global terrorism should not justify a gradual erosion of important principles and values at home or become a green light to authoritarian regimes in the Muslim world to increase repression. There is also a need to adopt a more balanced policy in the Israeli-Palestinian conflict. If foreign policy issues are not addressed effectively, they will continue to provide a breeding ground for anti-Americanism, hatred and radicalism, the rise of extremist movements, and recruits for the Bin Ladens of this world. Short-term foreign policies that are necessitated by national interest must be balanced by long-term policies and incentives that pressure our allies to promote a gradual and progressive process of broader political participation and power sharing.

Despite the vast resources and attention expended since 9/11, terrorism has increased in many societies that have been caught up in the war on terror. Why have U.S. policies been unable to stem the tide of violence? Harrison Akins reveals how the war on terror has had the unintended consequence of increasing domestic terrorism in U.S. partner states. He examines the results of U.S.-backed counterterrorism operations that targeted al-Qaeda in peripheral regions of partner states, over which their central governments held little control. These operations often provoked a violent backlash from local terrorist groups, leading to a spike in retaliatory attacks against partner states. Senior U.S. officials frequently failed to grasp the implications of the historical conflict between central governments and the targeted peripheries. Instead, they exerted greater pressure on partner states to expand their counterterrorism efforts. This exacerbated the underlying conditions that drove the escalating attacks, trapping these governments in a deadly cycle of tit-for-tat violence with local terrorist groups. This process, Akins demonstrates, accounts for the lion’s share of the al Qaeda network’s global terrorist activity since 2001. Drawing on extensive primary sources—including newly declassified documents, dozens of in-depth interviews with leading government officials in the United States and abroad, and statistical analysis—The Terrorism Trap is a groundbreaking analysis of why counterterrorism has backfired.
