Book excerpt: This book is a work of historical analysis focusing on the development of Islamic financial institutions from 1992 to 2011 in Indonesia as they relate to Islamic banking using a political-economic approach. Indonesia plays an influential role in various international political and Islamic organizations because it has the largest Muslim population in the world. Although Indonesia was late in establishing its banking initiatives, it did so 1992 in response to the growth of the Islamic financial institutions. From 1992 to 2011 many laws and regulations were established to support the growth of Islamic banking in Indonesia, but by national financial market indicators, Islamic banking in Indonesia fell behind many expectations. This analysis suggests that the shortcomings may be due in part to the waning power of key elements of the political superstructure to push policies that supported Islamic banking and Islamic economic systems, and establish synergies with institutions of Islamic economic education and stakeholders to accelerate the growth of Islamic banks in terms of service, national market share, and public trust.

In so doing, pundits ignore a number of intriguing questions: what is the relationship between financial development and financialisation and how has it played out in the Malaysian context? And more generally: how can a country like Malaysia become significantly more financially developed, yet fail to emancipate the financial system from political control; a core element of the financial development discourse? To unravel the complexities of this puzzle, this book subjects the history and contemporary practices of financial policymaking in Malaysia to scrutiny. It argues that to understand financial development in Malaysia, its progress and reversals, it is important to conceptualise it as a political, rather than a merely technical process. In so doing, the book echoes a more profound concern in the political economy literature, namely the evolving relationship between states and markets, and the supposed retreat or reassertion of the state at a time of increasing (financial) globalisation. The dominant global ideology of neoliberalism and its architects and beneficiaries are responsible for this. Bilateral development assistance is an integral part of the neoliberal grand design. However, while the deficiencies of neoliberalism have been starkly exposed by the pandemic, its collapse is unlikely in the short-term. Much bilateral assistance will therefore continue to be self-serving. Within these confines, and on the basis of a sharply critical analysis of the functioning of technical assistance at the point of the design and delivery of programmes and projects, this book identifies crucial supply-side nodes of power and influence where feasible and relatively straight-forward ‘functional’ reforms - strategy, structure, selection, training - would make genuinely developmental results for recipients more likely and enhance donor interests at the same time. It argues that more authentic, empathetic, and altruistic technical assistance will be essential to bringing this about. The arguments are supported by primary, published evidence gathered by the author during 18 years of full-time employment as a team leader or programme manager of technical assistance programmes. Unlike other studies of the Indonesian armed forces, which focus exclusively on internal military developments, Mietzner's study emphasizes the importance of conflicts among civilians in determining the extent of military involvement in political affairs. Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre. Drawing broader conclusions from these events for Indonesia's ongoing process of democratic consolidation, the book shows that the future role of the armed forces in politics will largely depend on the ability of civilian leaders to maintain functioning democratic institutions and procedures.
