Book excerpt: In 1962, the architecture practice Ponti Fornaroli Rosselli was commissioned to design and build part of the Ministries area of the new capital of West Pakistan, Islamabad, which was under construction according to Constantinos Doxiadis and Robert Matthew?s master plan. Fifteen hundred architecture drawings and less than two years later, the buildings were completed. At some moments, five thousand workers were on site at the same time. Project manager Alberto Rosselli declared that the idea was not to transfer their Western knowledge to Pakistan, but to create a new Pakistan. Moved by this incredible project, where the personal stories of the Ponti and Rosselli families crossed paths against a backdrop of architectural and political history, Giovanna Silva traveled to Islamabad in 2020 with Paolo Rosselli, nephew of Gio Ponti and son of Alberto Rosselli. It was a journey through architecture, personal memories, and a city built in the desert as a future capital of a new world, against the beautiful scenery of the Margalla Hills. Silva?s photographs show the buildings in their everyday public function, with a focus on the spaces as performed by their users. The book also features archival images of the building site and construction, and a narrative text by Paolo Rosselli tracing the story of the project and his reactions during his first visit to his father?s work in Islamabad.

Book excerpt: Established in the wake of the Indo-Pakistani War of 1947-8 by the Australian army officer Major-General Walter Cawthorne, then Deputy Chief of Staff in the Pakistan Army, Pakistan's Inter-Services Intelligence (ISI) for years remained an under-developed and obscure agency. In 1979, the organisation's growing importance was felt during the Soviet war in Afghanistan, as it worked hand in glove with the CIA to support the mujahideen resistance, but its activities received little coverage in news media. Since that time, the ISI has projected its influence across the region -- in 1988 its involvement in Indian Kashmir came under increasing scrutiny, and by 1995 its mentoring of what became the Afghan Taliban was well attested. But it was the organisation's alleged links with Al Qaeda and the discovery of Osama bin Laden in Abbottabad, at the heart of Pakistan's military zone, that really threw it under the spotlight. These controversies and many more have dogged the ISI, including its role in Pakistan's testing of a nuclear weapon in 1998 and its links with A.Q. Khan. The college was organized by The Pakistan Atomic Energy Commission (PAEC) and co-sponsored by the International Centre for Theoretical Physics, Trieste (ICTP). It also received a financial grant by the University Grants Commission for the participation of physicists from various universities of Pakistan. The college was attended by 14 lecturers, 2 invited seminar speakers and 156 participants from 23 countries and consisted of 15 concen trated days of lectures, seminars and informal discussions. These proceedings contain only regular lectures delivered there, but the seminars which were held there are listed in the Appendix. This year the college put special emphasis on energy, parti cularly on nuclear energy and its role in the context of energy sys tems. However the lectures delivered at the college also covered a wide spectrum of physics. The lectures gave an overview of various topics covered at the college and emphasized the inter-disciplinary aspects of physics. Some of the lecturers also indicated the areas where research in developing countries with limited facilities could be carried out. The college had a definite objective of encouraging the physicists, part~cularly those working at the universities, to apply their knowledge of physics and methodology of research to the needs of modern society.

With a new field survey, it also documents existing policies and programs on pensions and social security, and examines their fiscal implications for the economy and society. Ageing of population is an inevitable consequence of the process of demographic transition. Being ahead, the developed regions of the world have long experienced its consequences; but the developing world is only now facing the travails of population ageing. Though the population under the age of 15 years in 2000 was estimated to be 3.3 times the size of the population of 60 years and above, the elderly are expected to surpass the number of children under 15 years by the year 2050. Among the elderly, it is the oldest old—those aged 80 years or more, whose numbers would increase most rapidly. Much of this growth would take place in the poor countries of the world. Five South Asian countries (India, Pakistan, Bangladesh, Sri Lanka and Nepal) account for 100 million elderly persons in the beginning of 21st century and it is expected to reach 400 million in 2050. What are the fiscal implications of this tremendous growth for sustaining pensions and social security schemes in South Asia? Are these countries in need of pension reforms? Would these countries be able to provide good health care for the growing population of elderly persons afflicted by multiple diseases and disability? Experts from leading economic research institutions address the issue with a new survey conducted in each country. The book, in effect: Assesses the ageing scenario in five countries in South Asia: past, present, and future; Reviews existing policies and programs on pensions and social security for the elderly; Reports the findings of a sample survey in each of these countries conducted for this work in order to assess the nature, magnitude, and adequacy of various forms of pensions and social assistance; Suggests broad-based comprehensive pension and social security policies in South Asia. .

The United States Department of State's Biosecurity Engagement Program sponsored the workshop, which was held in partnership with the Turkish Academy of Sciences. The international workshop examined biosafety and biosecurity issues related to the design, construction, maintenance, and operation of high-containment biological laboratories- equivalent to United States Centers for Disease Control and Prevention biological safety level 3 or 4 labs. Although these laboratories are needed to characterize highly dangerous human and animal pathogens, assist in disease surveillance, and produce vaccines, they are complex systems with inherent risks. Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories summarizes the workshop discussion, which included the following topics: Technological options to meet diagnostic, research, and other goals; Laboratory construction and commissioning; Operational maintenance to provide sustainable capabilities, safety, and security; and Measures for encouraging a culture of responsible conduct. Workshop attendees described the history and current challenges they face in their individual laboratories. Speakers recounted steps they were taking to improve safety and security, from running training programs to implementing a variety of personnel reliability measures. Many also spoke about physical security, access controls, and monitoring pathogen inventories. Workshop participants also identified tensions in the field and suggested possible areas for action.
