Shakib Arslan (1869–1946) was a leading member of the generation of Ottoman Arabs who came to professional maturity just before the final defeat of the Ottoman Empire. Born to a powerful Lebanese Druze family, Arslan grew up perfectly suited to his time and place in history. He was one of the leading writers of his day and a dexterous, ambitious politician. But, by the end of World War I, Arslan and others of his generation found themselves adrift in a world no longer of their choosing, as the once great Ottoman state lay broken before the West. Rather than retreating from public life in those dark days, however, Arslan emerged militant in his opposition to Western encroachment on Islamic lands and tireless in his crusade to bring the organizing principles of a universalist Islam to the age of emerging nation-states. Organizer, pamphleteer, diplomat, spokesman, and symbol, Arslan became one of the dominant, and most controversial, Muslim political figures in the two decades between the wars. His involvements were so varied and intense that to study his life is to bring into focus all the major political issues and intellectual currents of the era. By the end of his career he was both praised and vilified, but he was arguably the most widely read Arab author of his day. Curiously, Arslan has received relatively little attention in English-language research. This may well be due less to his contemporary importance than to the perspective from which Western scholarship has viewed Middle Eastern intellectual history. Arslan was not one of the winners. For many his evocation of the old imperial ideal and his insistence on the strategic importance of Islamic ideals seemed to be simply archaic protest in a secular age. But this impeccably researched and beautifully written biography demonstrates the power and importance of Arslan’s activist heritage, reinterpreting it for its own time and showing its importance for ours.

It was subject to a uniform colonial experience as part of the French empire; its populations are far more culturally homogeneous than those of the Middle East; and, since the Reconquista, it has always been far more susceptible to European influences than has the Middle East. It has thus had a far better basis for regional integration and for effective state formation than has the Middle East itself. In the post-Cold War world, North Africa took on a new significance for Europe as issues of migration and regional trade began to dominate the European agenda. Islamist Opposition in Authoritarian Regimes explores the answers to these questions by studying the path of the Islamist Party of Justice and Development (PJD) in Morocco from 1992 to 2007. Wegner traces the party’s choices through an analysis of organizational, ideological, and institutional constraints. Adopting a simple but novel perspective, Wegner distinguishes Islamist parties from other opposition parties because of their connection to a powerful social movement. The author shows how the PJD initially made major progress in electoral politics by building up a strong party organization, sustaining full support of the Islamist movement, and positioning itself as the only credible opposition party. Ultimately, the failure of the PJD to win elections was due to political concessions it made to secure its legality combined with a distancing from the Islamist movement. Based on extensive field research in Morocco in 2003 and 2007 and drawing upon personal interviews with members, candidates, and leaders of the PJD, Islamist Opposition in Authoritarian Regimes presents a meticulous and enlightening case study. Wegner enriches our understanding of electoral authoritarianism in Morocco and throughout the Arab- Islamic world.

Book excerpt: Personal status laws remain a highly politicized area of debate in the Middle East, as the arena in which the contentious issues of women's rights, religion and minority groups meet. This is especially so when it comes to divorce. In Tunisia, with the moderate Islamist party Ennahda winning the first elections following the 2011 revolution, questions of religion in public life have gained greater primacy. The country is often hailed for its progressive personal status code, seen as an exception to the practice in many other Muslim countries. Polygamy is banned, for example, and in divorce cases there is gender equality. However, Tunisia's legal system contains many gaps and leaves much room for interpretation. Bearing in mind this importance of the role of Islam in judicial courts, Maaike Voorhoeve investigates whether the more progressive, and ostensibly secular, principles enshrined in Tunisia's Personal Status Code of 1956 are in fact adhered to in divorce cases. And if not, whether judges frequently turn to the Sharia, custom or societal norms as their primary sources of guidance. Through extensive research in the Tunisian courts, Voorhoeve investigates the different types of divorce, the arguments presented to the court and the consequent legal decisions made. She focuses on the role of female judges, testing the assumption that they adjudicate in a more gender-neutral way and examining the impact they have had on Tunisian legal culture and through this, Tunisian society. Gender and Divorce Law in North Africa therefore sheds light on the wide-reaching debate throughout North Africa and the Middle East concerning the role of Islam and Sharia in the public, political, legal and private spheres. This debate, which often pits secularists against Islamists, but is in reality much more nuanced, is key in a variety of fields, including Middle East studies and Islamic law.
