Book excerpt: In the aftermath of terrorist attacks by ISIS (ISIL or Daesh) in Paris, Beirut and on the Russian jet over the Sinai Peninsula, the US and much of the world is focused on crushing the Islamic State. Countless refugees and displaced persons fleeing to Europe, Turkey, Lebanon and Jordan have thrust the long and bloody civil war in Syria and decades of warfare and insurgencies in Afghanistan, Iraq, Yemen and Libya into the 2016 presidential political campaign. ISIS terrorism is fueling political opposition in the US to welcoming Syrian refugees and also focusing more attention on terrorists infiltrating Central America with fake passports and illegally crossing the US border with Mexico. Strategies for uprooting, containing and defeating ISIS have to take into account an incredibly complex historical and geopolitical context in the Middle East and Persian Gulf region that has spawned insurgencies, terrorism, widespread disorder, corruption and the meltdown of governance in Syria, Iraq, Libya and Yemen. None of these crises in the Middle East and Africa have had any political, military or counterinsurgency solutions that have worked to contain ISIS and other jihadist terrorism. Further destabilization looms in Syria as the result of Russias military intervention to support Assads brutal regime and supposedly to fight ISIS. Both Russia and Iran have supported Assad for many years. Irans strong financial and other support for Assad is likely to increase when sanctions are lifted as a result of its international nuclear deal. An anti ISIS strategy has to deal with the different agendas of US allies: Turkeys enemy is the Kurds; the Kurds are determined to protect and expand their territories in Iraq and Syria; Saudi and the Gulf States are most concerned about Iran and its proxies; Iran aims to protect and support Shiites in Syria and Iraq; many insurgents in Syria are militant Islamists; and the Afghan government is struggling with reform and Taliban attacks. Next generation COIN (NexGen COIN) strategies central to ISIS containment and defeat, and protecting the US homeland from terrorist attacks, include: recommendations for regional stabilization and reconciliation processes in the Middle East; and creation of protected safehavens under no-fly zones for two purposes: for displaced people in Syria, Iraq, Afghanistan, and Yemen that otherwise would become refugees; and to provide safe zones for training and support of local insurgents battling ISIS and other jihadists. NexGen COIN strategies build on: lessons learned from decades of warfare and anti-jihadist counterinsurgencies in the Middle East; years of dedicated work by US military and other experts to revamp US Army COIN doctrine and military rules of operations; US expertise in advanced information technology, machine learning, artificial intelligence and communication technology; special operations experience and capabilities that can provide US frontline advisors/cyberwarriors with unprecedented bottomup decision-making and intelligence gathering and analysis capabilities.

After setting out the political implications of restraint as a guiding principle, Posen sketches the appropriate military forces and posture that would support such a strategy. He works with a deliberately constrained notion of grand strategy and, even more important, of national security (which he defines as including sovereignty, territorial integrity, power position, and safety). His alternative for military strategy, which Posen calls "command of the commons," focuses on protecting U.S. global access through naval, air, and space power, while freeing the United States from most of the relationships that require the permanent stationing of U.S. forces overseas.

The prevailing answer today among both scholars and policymakers is yes. But this is to overlook force employment, or the doctrine and tactics by which materiel is actually used. In a landmark reconception of battle and war, this book provides a systematic account of how force employment interacts with materiel to produce real combat outcomes. Book excerpt: In the immediate aftermath of the 2007 "Surge" of American troops in Iraq, the defeat of al-Qaeda in Iraq (AQI) in Anbar Province was widely hailed as one of America's signature victories. US Marines and soldiers fought for years there, in grinding battles such as Fallujah and Ramadi that define the experience of Iraq. Eventually, the fractious tribal sheiks in that province, with the help of American troops, united in an "Awakening" that dealt AQI a stunning defeat. The Awakening's success argued that the United States could intervene in a war-torn country and, with the right strategy, bring stability and peace. It seemed to exemplify snatching victory from the jaws of defeat. A decade later, the situation in Anbar Province is dramatically different. In 2014, much of Anbar fell to the AQI's successor organization, the Islamic State, which swept through the region with shocking ease. In Illusions of Victory, Carter Malkasian looks at the wreckage to explain why the Awakening's initial promise proved misleading and why victory was unsustainable. Malkasian begins by tracing the origins of the Awakening, then turns his attention to what happened in its wake. After the United States left, Iraq's Shi'a government sidelined Sunni leaders throughout the country. AQI, brought back to life as the Islamic State, expanded in northern and western Iraq and quickly found a receptive audience among marginalized Sunnis. In short order, the progress that had resulted from the Awakening fell apart. Malkasian draws many lessons from Anbar. Chief among them, the most stunning of victories may not last. The fact that the leading model of success fell apart severely damages the idea that the United States can send the military to a country for a few years and create lasting peace. Even the most successful example was bound to deeper social, sectarian, and religious forces insensitive to temporary boots on the ground. From today's perspective, rather than decisive success, Anbar exemplifies how intervention itself is a costly, long-term project. The most brilliant victory could not escape this wisdom.

The rise of the terror organization has prompted many questions: where did it originate from? How has it been able to establish itself so quickly? Can it actually persist? Can it be defeated? The aim of this year’s study, entitled “The Rise and Fall of ISIS: from Evitability to Inevitability”, is to understand the organization, its motivations, its inherent weaknesses, as well as its ability to endure. A broader aim is to set out how it could develop as it comes under ever more pressure by regional powers and, in the case of its defeat, how to prevent the arrival of the next ISIS. A key message of this chapter is that ISIS is a ‘child of its time’ and is not destined to persist. Its professed millenarian or eschatological bent is meant to cast the conflict between the Caliphate and the rest of the word as a cosmic battle, but in reality is largely of instrumental value. Also, while its rise could have been prevented, its fall looks all but inevitable, even if it remains unclear what will replace it. This study is part of the 2016-2017 HCSS StratMon.

Reports of its presence were at first dismissed as propaganda, but during 2015 it became clear that IS had a serious presence in Afghanistan and Pakistan at least. This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. Though the central leadership has been struggling in implementing its project, it is now turning towards a more realistic approach. This is the first book on a new frontier in Islamic State's international jihad.
