Download or read book Is Universal Preschool Beneficial An Assessment of Rand Corporation s Analysis written by Christopher Cardiff and published by . This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report assesses RAND Corporation's cost benefit analysis and finds that it significantly overestimates the upsides and drastically underestimates the downsides of universal preschool and the California proposal. Using RAND's own data and alternative assumptions based on the studies they reference, it is easy to demonstrate that universal preschool generates losses of 25 to 30 cents for every dollar spent. And these losses are calculated before including any of the additional universal preschool program costs that RAND ignored in its analysis.

Download or read book Is Universal Preschool Beneficial An Assessment of RAND Corporation s Analysis and the Proposals for California written by and published by . This book was released on 2006 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Proposition 82 would entrench a $2.3 billion per year government-run universal preschool program into state law. The Proposition 82 effort was launched on the heels of the RAND Corporation's March 2005 study, The Economics of Investing in Universal Preschool Education in California. The RAND study paints an extremely optimistic and rosy picture about how government-run preschools would benefit society, concluding that they would generate "between $2 and $4 in benefits for every dollar expended." This report assesses RAND Corporation's cost benefit analysis and finds that it significantly overestimates the upsides and drastically underestimates the downsides of universal preschool and the California proposal. Using RAND's own data and alternative assumptions based on the studies they reference, it is easy to demonstrate that universal preschool generates losses of 25 to 30 cents for every dollar spent. And these losses are calculated before including any of the additional universal preschool program costs that RAND ignored in its analysis.

Book excerpt: In November 1997, recognizing the critical importance of preschool as a foundation for success both in school and in life, California's State Superintendent of Public Instruction convened a task force of distinguished educators, parents, researchers, and civic and business leaders from throughout the state to consider how to make preschool programs universally available within the next 10 years to all 3- and 4-year-olds whose families want this option. This report presents the findings and recommendations of the Universal Preschool Task Force, offering details and proposals for a comprehensive program. The report details six major recommendations: (1) offering universal preschool; (2) developing a master plan; (3) taking immediate action to phase in universal preschool; (4) raising program standards of preschool providers; (5) making universal preschool available in a variety of settings and coordinating programs with other services; and (6) committing funds for the long-term. The report's two appendices include the accreditation criteria and procedures of the National Association for the Education of Young Children, and the Child Development Permit Matrix. (JPB)

Book Investing in Our Children

Download or read book Investing in Our Children written by Lynn A. Karoly and published by Rand Corporation. This book was released on 1998-04-24 with total page 185 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is increasing evidence that the first few years after birth are particularly important in child development and present opportunities for enrichment but also vulnerabilities do to poverty and other social stressors. Elected officials have begun proposing potentially costly programs to intervene early in the lives of disadvantaged children. Have such interventions been demonstrated to yield substantial benefits? To what extent might they pay for themselves through lower welfare and criminal justice costs incurred by participating children as they grow into adults? This study synthesizes the results of a number of previous evaluations in an effort to answer those questions. Conclusions are that under carefully controlled conditions, early childhood interventions can yield substantial advantages to recipients in terms of emotional and cognitive development, education, economic well-being, and health. (The latter two benefits apply to the children's families as well.) If these interventions can be duplicated on a large scale, the costs of the programs could be exceeded by subsequent savings to the government. However, the more carefully the interventions are targeted to children most likely to benefit, the more likely it is that savings will exceed costs. Unfortunately, these conclusions rest on only a few methodologically sound studies. The authors argue for broader demonstrations accompanied by rigorous evaluations to resolve several important unknowns. These include the most efficient ways to design and target programs, the extent to which effectiveness is lost on scale-up, and the implications of welfare reform and other safety net changes.
