Drawing on interviews with one hundred men and women who have lost jobs across Pennsylvania, Sarah Damaske examines the ways unemployment shapes families, finances, health, and the job hunt. Damaske demonstrates that commonly held views of unemployment are either incomplete or just plain wrong. Shaped by a person’s gender and class, unemployment generates new inequalities that cast uncertainties on the search for work and on life chances beyond the world of work, threatening opportunity in America. Following in depth the lives of four individuals over the course of their unemployment experiences, Damaske offers insights into how the unemployed perceive their relationship to work. She reveals the high levels of blame that women who have lost jobs place on themselves, leading them to put their families’ needs above their own, sacrifice their health, and take on more tasks inside the home. This “guilt gap” illustrates how unemployment all too often exacerbates existing differences between men and women. Class privilege, too, gives some an advantage, while leaving others at the mercy of an underfunded unemployment system. Middle-class men are generally able to create the time and space to search for good work, but many others are bogged down by the challenges of poverty-level unemployment benefits and family pressures and fall further behind. This research formulates and applies an institutional sense-making model to explain the selection of strategies for coping with uncertainties during crises to answer the question why some organizations select a rule-based strategy to cope with uncertainties, whereas others pursue a more ad hoc-based strategy. It finds that the level of institutionalization does not affect strategy selection in the initial phase of responding to crises; that three rigidity effects can be identified in the selection of sense-making strategies once organizations have faced the failure of their selected strategies; that discontinuities in the feedback loop of sense-making do not necessarily move organizations to switch their sense-making strategies, but interact with institutionalization to contribute to switching sense-making strategies. Alternative measures of uncertainty are constructed based on the survey of professional forecasters, and regressionbased forecasting models for GDP growth, inflation, S&P500 stock price index, and fuel prices. Our results indicate that greater uncertainty has a negative impact on growth of employment, and the effects are primarily felt by the relatively smaller businesses; the impact on large businesses are generally non-existent or weaker. Our results suggest that to truly understand the effects of uncertainty on employment dynamics, we need to focus on the relatively smaller and entrepreneurial businesses. We discuss implications for the framing of economic policy.

Book excerpt: The paper is concerned with a better understanding of the job insecurity and labour market uncertainty youngsters confront on the labour market in Europe shortly before and during the Great Recession. The main thrust of the paper is to explore youth insecurity and uncertainty in notably the Central and Eastern European countries (CEE) compared to Western European countries with a particular focus for the role played by young people's skills, the level of trust in society, and for the ways of governance as indicated by the social models the countries represent. We use the European Labour Force Survey (EU-LFS) and the European Social Survey (ESS). We ran discrete choice logistic and probit regression models on the three variables of interest: objective and subjective job and employment insecurity. At the individual level the findings substantiate the existence of strong correlates between people's skills, their level of social and institutional trust and objective and subjective job and employment insecurity. At the country level we show that the observed insecurity gaps between insiders and outsiders are strongly skill-based notably in the Nordic countries as well as strongly age-based notably in the Southern regimes. The patterns of insecurity and uncertainty in the CEE countries are skill-based and age-based at the same time, and mirror their relative low levels of trust and their high levels of job insecurity in some countries and employment insecurity in others.
