Download or read book Growth with Equity written by Martin Neil Baily and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: For nearly two decades the U.S. economy has been plagued by two disturbing economic trends: the slowdown in the growth rates of productivity and average real wages and the increase in wage and income inequality. The federal budget is in chronic deficit. Imports have far exceeded exports for more than a decade. American competitiveness has been a source of concern for even longer. Many Americans worry that foreigners are buying up U.S. companies, that the economy is losing its manufacturing base, and that the gap between rich and poor is widening. In this book three of the nation's most noted economists look at the primary reasons for these trends and assess which of the many suggestions for change in policy—whether for increased tax incentives for investment, education reform, or accelerated research and development—are likely to work and which may not work and could even hinder economic development. The author's discuss a variety of issues connected with deindustrialization and diminished competitiveness, distinguishing between problems that would be of real concern and those that should not. They evaluate explanations for slow growth in aggregate productivity in the United States and its relation to slower growth in other industrialized countries. They discuss the performance of the various sectors of the U.S. economy and systematically examine the evidence for and against the major proposals for correcting the adverse trends in productivity and inequity. Growth With Equity clearly explains how the country can accomplish the challenge of accelerating growth and narrowing the gap that separates the rich from the poor. While recognizing that some of their recommendations may be politically painful, the authors stress the importance of adopting a purposeful, long-range policy to encourage growth, ensure equity, and reduce the government's equity.

Download or read book The Impact of Public Capital Human Capital and Knowledge on Aggregate Output written by Yasser Abdih and published by International Monetary Fund. This book was released on 2008-09 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper investigates the impact of public capital on private sector output by testing and estimating an aggregate production function for the U.S. economy over the postwar period augmented to include the stock of public capital as an additional factor input. We use patent applications to proxy for knowledge/technology stocks and adjust labor hours for changes in human capital or skill. Using Johansen's (1988 and 1991) multivariate cointegration analysis, we find a positive and significant long run effect of public capital, private capital, skilladjusted labor, and technology/ knowledge on private sector output. We find that public capital accounts for about half of the post-1973 productivity slowdown, but only plays a minor role in the partial recovery of labor productivity growth since the mid 1980s. The largest contribution to that (partial) recovery comes from the knowledge stock and human capital.
Download or read book Readings in Public Finance written by Samuel H. Baker and published by Delmar Thomson Learning. This book was released on 1997 with total page 564 pages. Available in PDF, EPUB and Kindle. Book excerpt: This text serves as a useful supplement to public finance textbooks, helping students to build and weigh arguments, to identify strengths and weaknesses of opposing viewpoints, and ultimately to draw their own conclusions. Its two main objectives are to present policy issues, allowing students an opportunity to apply the theory discussed in class, and to show students how material is developed in the literature by having them read some of the classics and contemporary contributions. The readings in this book are not tied to any one text. The authors make certain, via a correlation guide in the front of the text, that each selection corresponds to at least one chapter in each of the major textbooks and that no text chapter is without a supplementary reading.

Download or read book Handbook of Public Policy written by B Guy Peters and published by SAGE. This book was released on 2006-07-20 with total page 525 pages. Available in PDF, EPUB and Kindle. Book excerpt: ′The new handbook by Peters and Pierre provides an invaluable addition to the literature. It offers new scholars and practitioners a means to navigate many of the complex theoretical and practical issues in contemporary policy analysis′ - Mark Considine, University of Melbourne The public policies of governments affect the lives and livelihoods of citizens every day in every country around the world. This handbook provides a comprehensive review and guide to the study, theory and practice of public policy today. Section One, Making Policy, introduces the policy making process - the means by which public policies are formulated, adopted and implemented - and serves to review the many competing conceptualizations within the field. Section Two, Substantive Policy Areas, focuses on a number of substantive policy areas to consider both diversity and commonalties across different sectoral policy areas. Section Three, Evaluating Public Policy, addresses issues of policy analysis more directly and assesses successes and failures in public policy in an attempt to answer the question ′what is good policy?′. The concluding chapter considers the different disciplinary contributions to the research and study of public policy both retrospectively and prospectively. Drawing contributions from leading academics and policy analysts from around the world, the handbook illustrates the changing role of governments vis-à-vis the public and private sector and the different policy actors (national and international, governmental and non-governmental) involved in the policy making process. It will be an essential companion for all advanced undergraduates, graduates, academics and practitioners across public policy and public administration, public management, government and political science.
