In the past several decades, the number of studies about gender-specific differences in career opportunities increased due to the rising social rethink across Europe. However, various studies show, that the potential among well-educated women in Germany and other European countries has been not exploited significantly. Until today, many professional careers of women end at a so-called “glass ceiling” and the introduction of a quota for women in management and executive positions remains highly controversial and ineffective. Although the number of well-educated and qualified women increased, there is still evidence that barriers within organizations hinder women to climb the career letter.

The middle-range countries have only recently moved up the ladder of economic development and become integrated into the world economy. Accordingly, they constitute an ideal research laboratory for analyzing the question of competing institutional pulls. It is precisely when countries incorporate themselves into the world order that institutionalization processes based on global cultural models begin to operate (scott 1994; Thomas, Meyer, Ramirez and Boli The middle-range countries have made it, at best, half way through the race for development. Their per capita incomes, adjusted for purchasing power, range between approximately 25 and 55 percent of the United States' level. In other words, they are still far away from the wealth levels attained by the advanced countries of Europe, North America, and Japan. Book excerpt: In some EU regions women are able to flourish, while in others they languish behind. This paper presents two regional indices: the Female Achievement Index and the Female Disadvantage Index. They reveal in which regions women are achieving more and in which women are at a disadvantage compared to men. The two indices are based on 33 indicators grouped into seven domains. The paper shows that, on average, women in more developed regions are able to achieve more and are at less of a disadvantage, while most women in less developed regions face big challenges. Within countries, women in capital regions tend to achieve more and are at less of a disadvantage. In general, regions with a lower female achievement index have a lower gross domestic product per capita, while regions with a higher level of female achievement have a higher level of human development. Finally, the quality of government is higher in regions where women achieve more.
