Book excerpt: The title investigates rural labor mobility in China since 2003, an important phenomenon in the process of Chinese economic transition, influential in economic growth at the macro level and individual wellbeing at the micro level. Based on empirical analysis, the study identifies and evaluates the characteristics, driving forces and impact of the migration and mobility of the rural labor force. The following factors are considered to impact rural workers' mobility decisions and are thoroughly discussed in each chapter: (1) convergence in the level of regional income, (2) industrial structure and the age structure of the workforce, (3) the household registration system, (4) the income gap, (5) the issue of children that are left behind, (6) the health status of rural migrant workers and (7) their social networks. Drawing on new research methods, the final chapter reassesses the impact of rural parents' migration to the city and the overall wellbeing of their children left behind at home, challenging the well-accepted view that there is a negative correlation between the two. Book excerpt: Abstract: In this paper, the authors examine the impact of reductions in barriers to migration on the consumption of rural households in China. The authors find that increased migration from rural villages leads to significant increases in consumption per capita, and that this effect is stronger for poorer households within villages. Household income per capita and non-durable consumption per capita both increase with out-migration, and increase more for poorer households. The authors also establish a causal relationship between increased out-migration and investment in housing and durable goods assets, and these effects are also stronger for poorer households. The authors do not find robust evidence, however, to support a connection between increased migration and investment in productive activity. Instead, increased migration is associated with two significant changes for poorer households: increases both in the total labor supplied to productive activities and in the land per capita managed by the household. In examining the effect of migration, we pay considerable attention to developing and examining our identification strategy.

Book excerpt: The increasing volume of remittances and public transfers in rural areas of the developing world has raised hopes that these cash inflows may serve as an effective mechanism for reducing poverty in the long term by facilitating investments and raising productivity, particularly in agriculture where market failures are most manifest. This book systematically tests the empirical relationship between cash transfers and productive spending in agriculture amongst rural households in six different countries of the developing world. Together, the studies point to little impact of migration and public and private transfers on agricultural productivity, instead facilitating a transition away from agriculture or to a less labour intensive type of agriculture. From a policy perspective the studies raise the question of how to maintain rural economies, as migration and social assistance are unlikely to provide a sustainable way to overcome rural poverty in the long run for those that remain in rural areas. For the foreseeable future, agriculture will play an important role in alleviating poverty and sustaining growth in rural areas. Yet, public and private transfers are not providing much of the impetus needed to raise the sector’s productivity. Whether the transfers are invested in agriculture will ultimately depend on the attractiveness of the sector, which is largely determined by the policies of governments and donors. This book was published as a special issue of the Journal of Development Studies.

We use the 2004-2005 Human Development Profile of India survey to examine correlations between the receipt of remittances from internal migrants and human capital investment in rural areas. We employ a propensity score-matching approach to account for the selectivity of households into receiving remittances. We interpret the results conservatively due to the cross-sectional nature of the data. We find a positive correlation between remittances received from internal migrants and the schooling attendance of teens. The magnitude of the correlation is greater when focusing on low-caste households, and male schooling attendance in particular becomes more positive and statistically significant. Our findings provide a basis for establishing future research in the areas of migration and social protection in India."--Authors' abstract.

Book excerpt: China’s unprecedented urbanization is underpinned by not only massive rural-urban migration but also a household registration system embedded in a territorial hierarchy that produces lingering urban-rural duality. The mid-1990s onwards witnessed increasing reliance on land revenues by municipal governments, causing repeated redrawing of city boundaries to incorporate surrounding countryside. The identification of real estate as a growth anchor further fueled urban expansion. Sprawling commodity housing estates proliferate on urban-rural fringes, juxtaposed with historical villages undergoing intense densification. The traditional urban core and work-unit compounds also undergo wholesale redevelopment. Alongside large influx of migrants, major reshuffling of population has taken place inside metropolitan areas. Chinese cities today are more differentiated than ever, with new communities superimposing and superseding older ones. The rise of the urban middle class, in particular, has facilitated the formation of homeowners’ associations, and poses major challenges to hitherto state dominated local governance. The present volume tries to more deeply unravel and delineate the intertwining forms and processes outlined above from a variety of angles: circulatory, mobility and precariousness; urbanization, diversity and segregation; and community and local governance. Contributors include scholars of Chinese cities from mainland China, Hong Kong, Canada, Australia and the United States. Book excerpt: This paper studies the effect of local off-farm employment and migration on rural households technical efficiency of crop production using a five-year panel dataset from more than 2,000 households in five Chinese provinces. While there is not much debate about the positive contribution of migration and local off-farm employment to Chinas economy, there is an increasing concern about the potential negative effects of moving labor away from agriculture on Chinas future food security. This is a critical issue as maintaining self-sufficiency in grain production will be critical for China to feed its huge population in the future. Several papers have studied the impact of migration on production and yield with mixed results. But the impact of migration on technical efficiency is rarely studied. Methodologically, we incorporate the correlated random-effects approach into the standard stochastic production frontier model to control for unobservable that are correlated with migration and off-farm employment decisions and technical efficiency. The most consistent result that emerged from our econometric analysis is that neither migration nor local off-farm employment has a negative effect on the technical efficiency of grain production, which does not support the widespread notion that vast-scale labor migration could negatively affect Chinas future food security.
