Book excerpt: This research draws on nationally representative data to examine the extent to which digital communication technologies, communication overflow, and social capital are related to ICT impacts on work. Results reveal the paradoxical and contingent nature of ICT impacts. Email and text message use are related to positive and negative ICT impacts. The frequency of IM contributes to productivity and flexibility, while SNSs use is not associated with any ICT impacts. Communication overflow enhances the positive and the negative ICT impacts. Social capital increases some of the positive ICT impacts but is neutral to negative ICT impacts on work. ICTs level the playground in some occasions, amplify existing inequalities in some occasions, but make no differences in other occasions.

This calls for inclusive policies tailored to country-specific circumstances and preferences, such as investment in human capital to facilitate retooling of low-skilled workers so that they can partake in the gains of technological change, and redistributive policies (such as differentiated income tax cuts) to help reallocate gains. Policies are also needed to facilitate the process of adjustment.
