Book excerpt: Bangladesh is extremely vulnerable to the impact of climate change because it is a low-lying, flat country subject to both riverine flooding and sea level rise, and because a large portion of its population is dependent on agriculture for its livelihood. The goal of this research was to examine the likely impacts of climate change on agriculture in Bangladesh, and develop recommendations to policymakers to help farmers adapt to the changes. In this study, we use climate data from four general circulation models (GCMs) to evaluate the impact of climate change on agriculture in Bangladesh by 2050. We use the DSSAT (Decision Support System for Agrotechnology Transfer) crop modeling software to evaluate crop yields, first for the 1950 to 2000 period (actual climate) and then for the climates given by the four GCMs for 2050. We evaluate crop yields at 1,789 different points in Bangladesh, using a grid composed of roughly 10 kilometer (km) squares, for 8 different crops in 2000 and 2050. For each crop, we search for the best cultivar (variety) at each square, rather than limiting our analysis to a single variety for all locations. We also search for the best planting month in each square. In addition, we explore potential gains in changing fertilizer levels and in using irrigation to compensate for rainfall changes. This analysis indicates that when practiced together, using cultivars better suited for climate change and adjusting planting dates can lessen the impacts of climate change on yields, especially for rice, and in some cases actually result in higher yields. In addition, the analysis shows that losses in yield due to climate change can be compensated for, for many crops, by increasing the availability of nitrogen in the soil. Moreover, we used a household survey to collect information on the incidence of climatic shocks in the last five years and adaptation options. The survey was conducted from December 2010 to February 2011, covering data from the previous production year. The results confirm that Bangladesh farmers already perceive the impacts of climate change. In particular, the survey results indicate that of all climate change–related shocks, floods, waterlogging, and river erosion caused the largest loss to rice production. Farmers in our survey lost around 12 percent of their harvest, on average, to some kind of shock, with about half of that attributable to flooding-related issues. The second leading cause of rice crop loss was pests, responsible for around 3 percent of production. Taken together, the results indicate that adaptation efforts in Bangladesh should include adjusting planting dates, using improved cultivars better suited for climate change, improving fertilizer application, exploring increased maize production, and bolstering flood and pest protection for farmers.

Simulation results indicate that growth and yield of rice are directly related to temperature, CO2 concentrations, water requirement and planting dates etc. Temperature effects significantly on rice yield and the effect would be more pronounced if temperatures rise in 4 C. Very high temperatures have been predicted for the years 2050 and 2070 due to climate change which would cause yield reductions over 15 to 60 percent. Planting date also showed similar result and this would become more in future with rise of temperatures. CO2 concentrations have a positive impact on rice yield although higher level in future would compensate the adverse effects of increased temperatures to some extent, but it would not be able offset overall impact. Climate change causes significant reduction in rice yields. Development of improved cultivars suitable to withstand high temperatures (2 C to 4 C) and tolerant to water stress may mitigate the production problems projected for the next 50 to 100 years.

The first article presents a qualitative analysis of SAI and farmer surveys in the embanked polder region of coastal Bangladesh. The second article investigates the global food security and environmental impacts of already adopted High Yielding Variety (HYV) rice and double-cropped rice systems in Bangladesh using a spatial partial equilibrium trade model and a Life Cycle Assessment (LCA). The final article demonstrates a remote sensing methodology for monitoring dry season rice production at 30 m resolution in Bangladesh using a harmonic time series model, the Landsat archive, and Google Earth Engine. Major findings from this dissertation include: (1) agrarian communities in the polder region face food insecurity during the peak of monsoonal paddy rice production and could improve production by adopting HYV or second season crops, (2) agrarian communities in the polders identify water management issues as the primary agricultural concern, followed by pest infestation and soil salinity, (3) HYV rice provides enough additional production in Bangladesh to feed nearly 26 million Bangladeshis per annum and is more environmentally efficient than traditional rice in terms of global warming potential, land use, water use, and fertilizer use, and (4) the combination of a harmonic time series model, spectral indices, and rice phenology can produce relatively accurate predictions of dry season rice in Bangladesh compared to district-level reference information. Overall, the findings from this investigation of SAI support continued efforts to improve food security, increase agricultural output, and decrease environmental impacts in Bangladesh.

Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh.
