We tend to think that factors like education, income, and workforce participation are most important, but research has shown that they exert less influence than expected when it comes to women's attitudes and engagement. Scholars have begun to look more closely at how political context affects engagement. This book asks how contexts promote women's interest and connection to democracy, and it looks to Latin America for answers. The region provides a good test case as the institution of gender quotas has led to more recent and dramatic increases in women's political representation. Specifically, Magda Hinojosa and Miki Caul Kittilson argue that the election of women to political office--particularly where women's presence is highly visible to the public--strengthens the connections between women and the democratic process. For women, seeing more "people like me" in politics changes attitudes and orientations toward government and politics. The authors untangle the effects of gender quotas and the subsequent rise in women's share of elected positions, finding that the latter exerts greater impact on women's connections to the democratic process. Women citizens are more knowledgeable, interested, and efficacious when they see women holding elected office. They also express more trust in government and in political institutions and greater satisfaction with democracy when they see more women in politics. The authors look at comparative data from across Latin America, but focus on an in-depth case study of Uruguay. Here, the authors find that gender gaps in political engagement declined significantly after a doubling of women's representation in the Senate. The authors therefore argue that far-reaching gender gaps can be overcome by more equitable representation in our political institutions.

Fallon discusses the role of women and women's advocacy groups in furthering the democratic transformation of formerly autocratic states. Using Ghana as a case study, Fallon examines the specific processes women are using to bring about political change. She assesses information gathered from interviews and surveys conducted in Ghana and assays the existing literature to provide a focused look at how women have become involved in the democratization of sub-Saharan nations. The narrative traces the history of democratic institutions in the region—from the imposition of male-dominated mechanisms by western states to latter-day reforms that reflect the active resurgence of women’s political power within many African cultures—to show how women have made significant recent political gains in Ghana and other emerging democracies. Fallon attributes these advances to a combination of forces, including the decline of the authoritarian state and its attendant state-run women's organizations, newly formed constitutions, and newfound access to good-governance funding. She draws the study into the larger debate over gendered networks and democratic reform by exploring how gender roles affect and are affected by the state in Africa, Latin America, and Eastern Europe. Book excerpt: This study focuses on differential effects of a country's democratization across the continuum of developed/developing countries and across gender--contrary to most prior studies, which focus on the overall worldwide effects. Using multilevel longitudinal models to analyze the impact of democracy on men and women from 1970 to 2015, this study uncovers that positive effects of democratization are contingent upon the interaction of two factors: economic development of a country and a person's gender. The results not only show that women and men benefit differentially from the growth of democracy as a function of countries' level of development, but also that--in contrast to men's well-being--women's economic opportunities, schooling, health, and life expectancy decline during democratization in all but the most developed countries. The discussion concludes by emphasizing plausible processes that support these differential outcomes as a function of gender and suggests solutions that may help to rectify these effects.

Feminist Democratic Representation considers a broad spectrum of contemporary problematics--abortion, prostitution/sex work, Muslim women's dress, and Marine Le Pen--to discuss women's under- and misrepresentation and the "good, bad and the ugly" representative. As problem-driven scholars firmly grounded in feminist and democratic empirical and theoretical political science, Celis and Childs imagine what good representation for women in all their diversity could look like--representation as it should be. To realize this ideal in today's established representative democracies, they present a second-generation feminist design for parliaments and legislatures, underpinned by a re-thinking of feminist and democratic principles. Celis and Childs conceive of representation as a mélange of dimensions, and they shift the focus in women's group representation from feminist outcome to feminist process. Affected representatives passionately advocate within political institutions, and publicly hold elected representatives to account. Feminist processes of representation have wide effects and deepen relationships between women and their democratic institutions. Against the more fashionable tide of post-representative politics, Feminist Democratic Representation argues not simply for more, but significantly better, representation.

Goss examines how women's civic place has changed over the span of more than 120 years, how public policy has driven these changes, and why these changes matter for women and American democracy. Suffrage, which granted women the right to vote and invited their democratic participation, provided a dual platform for the expansion of women's policy agendas. As measured by women's groups' appearances before the U.S. Congress, women's collective political engagement continued to grow between 1920 and 1960—when many conventional accounts claim it declined—and declined after 1980, when it might have been expected to grow. This waxing and waning was accompanied by major shifts in issue agendas, from broad public interests to narrow feminist interests. Goss suggests that ascriptive differences are not necessarily barriers to disadvantaged groups' capacity to be heard; that enhanced political inclusion does not necessarily lead to greater collective engagement; and that rights movements do not necessarily constitute the best way to understand the political participation of marginalized groups. She asks what women have gained — and perhaps lost — through expanded incorporation as well as whether single-sex organizations continue to matter in 21st-century America.
