Book excerpt: Irrigation management transfer is an important strategy among donors and governments to strengthen farmer control over water and irrigation infrastructure. This study seeks to understand whether irrigation management transfer is meeting the promise of its commitments. The authors use data from a survey of 68 irrigator associations and 1,020 farm households in the Philippines to estimate the impact of irrigation management transfer on irrigation association performance and on rice yields. They also estimate a stochastic frontier production function to assess contributions to technical efficiency. There are three main results. First, the presence of irrigation management transfer is associated with an increase in maintenance activities undertaken by irrigation associations. Second, by increasing local control over water delivery, the presence of irrigation management transfer is associated with a 2-6 percent increase in farm yields. Rice production in irrigation management transfer areas is greater even after controlling for various differences among rice farmers in transfer and non-transfer areas. Third, irrigation management transfer is, at a minimum, poverty-neutral, and may even give the asset-poor a small boost in terms of rice yields. The authors speculate that this boost may be a result of increased timeliness of water delivery and better resolution of conflicts related to illegal use.

Central to the proposed modernisation strategy is the logical coherence among the design of physical structures, system operation and water supply so that improvements of irrigation service are possible. The book discusses the development of the proposed methodology and demonstrates its utility in two case study irrigation systems.

Substantial increases in the productivity of water in agriculture are needed to meet the demands for food and ensure environmental security, and to satisfy the demands for non-agricultural uses. However, increasing water productivity in rice-dominated agriculture is a function of the irrigation infrastructure, advances in rice-plant breeding, and the physical, institutional and socioeconomic environments. This paper first describes the potential ways in which increased water productivity can be achieved in the context of rice production in Asia. It then illustrates the ways in which the differences in the environmental context affect the ability to increase water productivity, the approaches used and the incentives to do so. This is explained using two ‘case studies’ reflecting the experiences of Taiwan and the Philippines over the past half-century.

It looks at how irrigation management reforms came about at Mali?s Office du Niger and how relevant this reform process is for irrigation schemes in other countries. Mali?s irrigation scheme was an outcome of colonial settlement with the corresponding lack of rights for cultivators to own land, process paddy, and market rice. Post-independence, a coalition of government and irrigation agency staff contributed to governmental unwillingness to reform the scheme?s management. Government interest lay in satisfying the growing demand for rice from its burgeoning urban constituency and a fear of riots in response to rice shortages and high prices. It?s interest also lay with maintaining the support of the agency?s staff. The authors analyze how field teams, funded by bilateral donors, shaped technical and institutional change to fully reform management and how grain market reforms provided farmers stronger incentives and raised yields. The combination of changes inside and outside the scheme gradually shifted the balance of power and led to a stakeholder setup in which organized farmers replaced the agency. Regime change to multiparty democracy and policy change toward economic liberalization then opened a window of opportunity that the government used to consolidate the reforms and the new balance of power. The success of the reform process lies in the way Mali?s government came to commit to the irrigation reforms. The paper indicates how commitment by other governments may be achieved by using the same and other tools. Making Large Irrigation Schemes Work is a useful resource for professionals involved in the transfer of management authority from government to user associations."
